Department Statement:
The Human Resources Department seeks to provide leadership and expertise on human resource matters by serving as internal consultants to University employees. It is the goal of the Human Resources Department to develop and support a diverse workforce; to attract and retain quality employees; to facilitate open, two-way communications between supervisory and staff personnel; to develop and maintain a climate of mutual trust, confidence and sensitivity to the needs of our employees and the University; and to build and enhance motivation, a spirit of cooperation and job satisfaction. Accountabilities:
Primarily accountable for the effective administration of student and casual employee payroll records. To include database entry, maintenance and audits, ensuring timely payments and compliance. Will assist with these same duties for regular employees.
Specific Accountabilities include but are not limited to:
Accurate and timely communications related to assignment of students, entry and maintenance of student payroll related records, including jobs and deductions. Coordinates with Financial Aid work study eligibility.
Accurate and timely entry and maintenance of casual wage payroll records, including jobs and deduction records, along with appropriate access to Colgate's network, directory information and coordinate and communicate the timely termination of same records.
Accurate and timely completion and/or collection of required forms and information from students and casual employees, (e.g. I9s, tax forms, applications) and ensure compliance with appropriate policies and governing regulations. Ensure compliance with state and federal requirements.
Ensuring assigned filing systems are organized, accurate, up-to-date and accessible, as appropriate.
Training staff on processes related to onboarding students and casual employees. Ensures forms and information provided is up-to-date and compliant.
Auditing and maintaining HRIS systems that relate to student and casual wage employment .
Monitoring hours for compliance such as Paid Family Leave (PFL), Affordable Care Act (ACA) and retirement eligibility for areas of responsibility.
Communicate and execute policies, ensuring they are administered fairly and consistently for areas of responsibility.
Establishing equitable rates of pay, complying with minimum wage and University established wage scales.
Running reports and performing audit and compliance functions. Ensures accuracy, consistency and relevance.
Serving as the primary backup for all payroll related functions.
Consistently providing excellent customer service, to include fostering positive relationships with individuals and departments supported by the HR function.
Works as a member of a team and provides coverage and assistance as required.
Position requires the ability to meet stringent deadlines for payroll processing purposes.
Professional Experience/Qualifications
Demonstrated experience in providing excellent customer service.
Strong interpersonal and communication skills, both verbal and written.
Ability to maintain a high level of confidentiality.
Requires initiative and ability to prioritize and meet critical deadlines.
Demonstrated mastery of computer skills including Microsoft Word, Excel and Google documents, as well as experience using web-based data systems.
Must be able to demonstrate excellent problem-solving and analytical skills and possess a high level of accuracy and attention to detail.
Must possess the ability to be flexible and multi-task in a busy team-oriented environment.
Must be capable of working collegially with a diverse group of faculty, staff and students within a university context.
Preferred Qualifications
Previous exposure to payroll or recruitment administration is preferred.
Previous experience working with an HRIS.
Previous experience in running and writing queries.
Education
A minimum of 2 years of administrative experience and an Associates degree or a combination of education and experience from which comparable skills are attained.
