Job Summary

RINA, formerly known as Patrick Engineering, is seeking a GIS Consultant who is responsible for working with internal and external stakeholders to develop and implement solutions on enterprise GIS and asset management technology platforms (e.g., Esri's ArcGIS platform). The GIS Consultant will interface directly with the client to understand business problems and work cross-collaboratively to implement solutions. The individual works alongside customers and their stakeholders in a lead role to define, design, and deliver enhancements, new applications, and technical solutions that meet the needs of the stakeholders. The GIS Consultant possesses industry best practice, real world experience and can serve as a client solution advisor, success manager, and business practice (BD) leader. The individual is also capable of providing a wide range of GIS-based data management, analysis, and reporting tasks. These tasks include but are not limited to the development of map layers, map services, and configurable map-based web and mobile app templates. This role serves as a technical resource that configures and designs GIS solutions in-line with business requirements and desired specifications. The individual at this level provides directional leadership on projects and assists in making strategic technical decisions that impact current and future business goals.

Duties and Responsibilities
  • Work with the customer/client and cross-functional teams to understand business problems.
    • Gather and refine requirements
    • Participate in team problem solving efforts and offer ideas to solve client issues
    • Assist in developing/prototyping creative solutions
  • Correlate client challenges to actionable technology implementations, which includes vendor landscapes, scope of work development, project planning, delivery methodology
  • Advise clients and deliver services in area of respective discipline(s) and area(s) of subject matter expertise
  • Identify opportunities for efficiencies in work process and innovative approaches to completing scope of work
  • Establish and maintain effective relationships with project team, clients, and senior management
  • Lead and participate in the creation of work plans, pricing estimates, and risk assessments for projects in conjunction with business development team
  • Actively build a professional network and affiliate network in local market or sector
  • Attend trade shows, engage with industry/ market community via participation of boards of directors as needed
  • Deliver presentations to current/potential clients (remote, on-site, or conference setting)
  • Stay current with technology and industry trends
  • Other duties as assigned
Professional Requirements
  • Bachelor's degree in Computer Science, Geography/GIS, or other closely related field of study
  • GISP certification preferred
  • 10 years of relevant experience providing solutions to business problems (using desktop, web maps, web apps, and mobility tools)
  • Proficiency with Esri GIS software suite (version 10.x) including ArcGIS Desktop (ArcGIS Pro, ArcMap, and ArcCatalog) and various extensions
  • Proficiency with Esri ArcGIS Online and/or ArcGIS Enterprise Portal platform environments and tools used to manage, map, and publish GIS data sources and configurable applications (includes proficiency in use of ArcGIS Web App Builder and Experience Builder tools used to configure web applications)
  • Possess an understanding of GIS software programming and/or coding for GIS systems (SQL, Python, JavaScript, Arcade) supporting a broad base of applications
  • Knowledge of the principles of cartography, including coordinate systems and projections, map + layer composition, and symbology
  • Experience in managing geospatial data (geodatabase, shapefile) via editing, exporting, converting, and managing large enterprise datasets
  • Understanding of GPS technology and incorporating field data into GPS-enabled GIS applications
  • Strong proficiency and practical experience with Geodatabases and enterprise data management skills in Oracle and SQL Server relational DB environments
  • General IT infrastructure and architecture experience/knowledge is a plus
  • Understanding and ability to lead a technical engagement
  • Proficient in performing intermediate to advanced technical work, providing technical support for GIS project implementation and operations
  • Proficiency in geospatial analytic functions and geospatial data analytics
  • Understanding of Waterfall and Agile environment and project management approach
  • Familiarity with work breakdown structure (WBS), level of effort (LOE), scope of work (SOW), and general proposal development
  • Strong written and oral communication skills
  • Proficiency with Microsoft Office applications and Teams applications

Physical Demands

Sedentary work: exerting up to ten (10) pounds of force occasionally and/or a negligible amount of force frequently to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time, but may involve walking or standing for brief periods of time. Considerable time is spent at a desk using a computer (fine motor skills, visual acuity) and frequent use of telephone (talking, hearing).

Working Conditions

The worker is not substantially exposed to adverse environmental conditions.

Additional Requirements

30% travel may be required based upon business needs
