Responsible for coordinating the development, maintenance, and implementation of the computerized enterprise Geographical Information System (GIS). This includes the planning and management of the technical activities required to customize, test, and implement enterprise GIS improvement projects. Responsible for providing customer focused service to stakeholder departments to ensure enterprise GIS supports all departments effectively. Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.
Responsibilities and Specific Duties
- Leads the development, maintenance, implementation, training and support of enterprise GIS hardware, software and related systems and tools.
- Leads GIS consultants and contractors in tasks and projects.
- Leads the development, maintenance and compliance of GIS and spatial data usage policies, procedures, and strategic plans at METRO.
- Gathers, analyzes, documents, integrates, produces, and maintains spatial datasets, databases, and reports.
- Responsible for map maintenance and development including base maps, service area maps, and other maps as necessary through a cooperative effort with various departments throughout the agency.
- Compiles geographic data from a variety of sources including census, field observation, satellite imagery, aerial photographs, and existing maps.
- Meets and interfaces with local city, county, and other agencies to help standardize GIS data for the METRO service area region.
- Stays abreast of new technologies to support the ongoing and future operations of METRO's GIS.
- Ensures data integrity within systems owned. Understands data relationships, resolves data and interface issues.
- Partners with stakeholders to undertake projects assigned and becomes proficient in the technical and functional aspects of these systems.
- Provides leadership in working with technology vendors and implementation partners to implement technical solutions.
- Develops and ensures updates to technical and user documentation. Trains users on systems and processes. Leads efforts to encourage system use and adoption with the business areas. Acts as an advocate and advisor for the application of technology solutions to the agency.
- Proactively manages systems by monitoring of alerts, regular maintenance activities, performance tuning, software updates, and patches.
- Leads the planning and undertaking of periodic risk analysis of systems & mitigates risks wherever possible. Leads in the planning and testing of disaster recovery. Leads implementing, monitoring, and verifying backups. Leads resolving issues.
- Responsible for managing GIS system performance, user licenses, track annual renewals of licenses, and maintenance fees. Maintains user administration, applications, and access.
- Follows change management and change control processes to plan and deploy system changes. Performs change-impact analysis. Communicates changes to stakeholders and IT.
- Provides excellent customer service to METRO internal and external customers.
- Applies SMS (Safety Management System) methods and principles in daily routine and supports all aspects of the agency's Public Transportation Agency Safety Plan (PTASP).
- Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
- Performs other job-related duties as assigned.
Education Requirement
High school diploma or GED is required. Bachelor's degree in Computer Science or related degree preferred.
Years & Experience Required
Seven (7) years' progressive experience in implementation and/or management of GIS/LI. Required use of ESRI's suite of GIS software in prior work experience. Experience with direct end user support in a customer service role. Experience to include leading GIS teams and consultants in day-to-day support and project implementations.
Knowledge & Skills Required
Excellent organization abilities, analytical skills and communication skills including the ability to effectively communicate technical information to a non-technical audience. Ability to work in team environment in a matrix organization, partnering well with employees and clients and to effectively manage multiple priorities and diverse groups. Proficiency in Python, SQL, ESRI, Open-source GIS tools, and Extract, Transform, Load (ETL). Familiarity with Open Geospatial Consortium (OGC) standards. Proficiency using Microsoft Office Suite. General knowledge of Information System Implementation Lifecycle and General Transit Feed Specification (GTFS) data format preferred. Proficiency using geodatabases/spatial databases and relational databases, SQL Server preferred.
