The Exchange is a public-private partnership that operates Washington Healthplanfinder, the eligibility and enrollment portal used by one in four Washington residents to obtain health and dental coverage. Through this platform, and with support from a Customer Support Center and statewide network of in-person navigators and brokers, individuals and families can shop, compare and enroll in private, qualified health plans (as defined in the Affordable Care Act) or enroll in Washington Apple Health, the state Medicaid program. This position works under close supervision assisting managerial staff in performing planning, research, analysis, evaluation, measurement, and report preparation to address complex business problems or requirements. These business problems or requirements include analysis and reconciliation of eligibility and enrollment data across multiple systems and analysis of record keeping systems. In addition, this position will develop reports and recommendations to support the design of alternative or improved systems to meet business needs. DUTIES AND RESPONSIBILITIES

Perform analysis of manual, electronic and/or automated record keeping systems, identify potential gaps and support design of alternative or improved systems (with related indices, guides, etc.) to meet records retention schedules. Acquire and comprehend information on the various systems and processes that support eligibility and enrollment operations on a state-based marketplace. Perform analysis on reconciliation of enrollment and eligibility data. Document current state and identify opportunities to streamline and improve process to analyze enrollment and eligibility data. Coordinate work activities and tasks with IT and Operations staff. Analyze problem areas, devise, and recommend solutions. Gather information, prepare routine data summaries and narrative reports, and assist managerial-level staff with preparation of executive report outs. MINIMUM REQUIREMENTS

Highly proficient with Microsoft Excel and/or other data management tool like Smartsheets. Ability to work with and reconcile data across multiple systems. Prior experience performing current state/gap analysis. Ability to develop options and recommendations, explaining reasoning, pros/cons and tradeoffs. Prior experience creating summary reports and performing report outs. Ability to collaborate and work independently. Strong analytical skills. Strong communications skills. DESIRED QUALIFICATIONS

Full Salary Range: $65,542.00 to $98,313.00 annually, with midpoint at $81,928.00. Hiring Range: $75,374.00 and $81,928.00 annually. This is an estimate of where a qualified candidate can expect to receive an offer. The actual salary offer will consider candidate experience, skills, qualifications, internal equity, and the market. Our compensation policy reserves the salary range above the midpoint for employees who are meeting and exceeding expectations and for growth and development, up to the maximum. BENEFITS

PLEASE NOTE: This position does not offer retirement benefits due to temporary status. WORKING CONDITIONS

Core business hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. There are times where irregular hours will be required. The preferred duty station is our Olympia, Washington headquarters. The nature of this role relies heavily on remote and in-person collaboration. While a hybrid remote and on-site schedule may be considered, the position will require flexibility to allow for in-office availability as business needs dictate. Travel requirements will be limited, however there may be occasions where an employee is required to travel and work irregular hours to attend meetings or trainings. Duties of this position require the use of standard office furniture and equipment, including setup for remote work.
