ABOUT THE EXCHANGE
The Exchange operates Washington Healthplanfinder, a vital eligibility and enrollment portal utilized by a significant portion of Washington's population to access health and dental coverage. Through this platform, supported by a Customer Support Center and a statewide network of navigators and brokers, individuals and families can explore, compare, and enroll in private health plans or the state Medicaid program, Washington Apple Health.

ROLE SUMMARY
The Senior Management Analyst position is a key role reporting directly to the Chief Information Officer (CIO). This position serves as the authority on intricate IT matters and leads departmental initiatives while providing high-level consultation to staff and IT management on organization-wide issues.

The Senior Management Analyst is instrumental in promoting IT excellence, overseeing process enhancement initiatives, and employing Agile and Lean methodologies to optimize operations. Responsibilities include developing IT policies, establishing performance metrics, and managing communication strategies. This role also involves coordinating strategic planning and conducting organizational reviews to ensure alignment with departmental objectives.

KEY RESPONSIBILITIES

  • Collaborate with the CIO and IT leadership to formulate long-term strategies, define departmental priorities, and establish goals.
  • Lead the continuous process improvement program within the department, facilitating events and managing the execution of improvement initiatives.
  • Oversee the development and reporting of departmental performance measures, conducting complex analyses and proposing new metrics as needed.
  • Engage in legislative research and analysis to monitor proposals affecting the IT department, providing recommendations for implementation.
  • Champion effective change management practices across the organization.
  • Conduct independent data research and analysis to ensure compliance with IT reporting requirements.
  • Monitor the department's budget in collaboration with the CIO and finance teams, providing strategic recommendations for resource allocation.
  • Ensure accurate coding of all expenditures related to IT services.
  • Utilize financial data to create impactful presentations and reports for leadership.

QUALIFICATIONS
Required:

  • Four years of experience in research, policy analysis, project management, or a related field, along with an Associate's degree in business administration, public administration, or a similar discipline.
Desired:
  • Bachelor's degree in business administration or public administration.
  • Experience with change management methodologies and project management skills.
  • Strong analytical and problem-solving abilities.
