Position Overview

Classified Document Registry (CDR) Security Assistants perform a vital administrative security support function by providing direct access control to secure areas; ensuring consistent and efficient processing and distribution of security-related documentation; the maintenance and monitoring of calendar schedules; monitoring suspense items; conducting document quality reviews; scheduling presentation of special taskings; accepting deliveries of classified and unclassified materials (reports, presentations, etc); and, the management and administration of supporting databases.

Security Assistants provide administrative support across all functional areas to assure the maintenance of records and files, the preparation and distribution of mail, correspondence, reports, and other documents, and the maintenance of a suspense date file. These efforts include the development, review, analysis, and preparation of ad hoc reports, spreadsheets, charts, graphs, and narratives[k1] .

Duties include, but not limited to:
  • Generate and maintain databases that reflect receipt, storage, inventory and disposition of information including data entry, updates, and generation of reports.
  • Maintain and document personnel security accesses, to include databases for all collateral, SAP, and SCI personnel, and conduct indoctrination and debriefings as required.
  • Assist in reviewing customer security regulations and procedures and create and facilitate methods of implementation within assigned work areas/technology offices.
  • Assist with implementing the Security Education Awareness training program and develop security education bulletins, directives, security plans, procedures and controls as required.
  • Prepare and protect security files, records, and other information.
  • Support and execute personnel security functions associated with the SAP Nomination Process (SAP NP).
  • Process SAP NP forms and Program Access Requests (PARs) within 7 business days of receipt.
  • Ensure SAP NP forms and PARs requiring SAPCO coordination/approval are staffed to the SAPCO PERSEC specialist with supporting justification within 7 business days of receipt.
  • Update JADE, as applicable, within 3 business days of receipt of an approved PAR and within 1 duty day of a successful indoctrination of personnel to a SAP compartment.
  • Perform entry, exit, visitor processing, and escorting for day-to-day operations as well as conferences hosted in the DARPA Conference Center or other mutually supported facilities.
  • Conduct end-of-day security checks and perform other security administrative functions as requested.
  • Provide day-to-day access control management of supported facilities and maintain supported facilities and conference rooms.
  • Coordinate with other DARPA security offices, organizations, and personnel in support of mission requirements.
  • Perform file and calendar management functions for office to which assigned.
  • Recurring and nonrecurring correspondence, reports, and other documentation.
  • Establish, update, and develop inclusive administrative office processes and procedures.
  • Gather information, verify facts, and assemble background materials, reference material, and reports for Agency leadership / executive level meetings and conferences.
  • Proofread and QC written products to ensure DoD and DARPA format compliance.
  • For select positions, maintain and follow-up on suspense records for coordination, action, or suspense dates.
  • For select positions, schedule and track the calendar for appointments, meetings, and travel, to include use of the Defense Travel Service (DTS) System.
  • For select positions, support the coordination of executive correspondence/products to resolve issues/obtain concurrence for planned actions; receive guidance on choosing appropriate course of policy, programmatic, or administrative action.
  • Staff, manage, and execute the Agency's centralized classified document registry, which is the focal point for all accountable documents and media and classified data transfers.
  • CDR Security Administrators must be proficient in all facets of DoD, Department of Energy (DOE), and North Atlantic Treaty Organization (NATO) Information and Industrial Security policies and procedures with special emphasis on:
  1. Manage and update Document Control Center (DCC) procedures
  2. Maintain strict control and accountability of all accountable documents, magnetic, and optical media
  3. Perform annual inventories and reconciliation
  4. Prepare classified packages & documentation for transmission
  5. Pick-up and deliver selected items to local US
  6. Postal Service (USPS)
  7. Handle incoming and outgoing faxes
  8. Receive and account for all USPS registered and Express mail
  9. Maintain document control/ accountability databases
  10. Virus check media
  11. Document and perform proper disposal of documents and magnetic media
  12. Conduct internal distribution of all office material
  13. Account for, conduct, and track classified data transfers
  14. Perform self-inspections
  15. Identify and report security incidents
  • Maintain and oversee the DARPA NATO repository.
  • Organize time, materials, and resources to support the control, accountability, dissemination, and receipt of Broad Area Announcement (BAA) packages being mailed to performers as well as the subsequent submission of proposals to DARPA PMs.
  • Account for and disseminate BAA materials to the appropriate DARPA technology office POC within 2 business days of receipt of materials.
  • Maintain the Agency security container management program ensuring combinations are changed and recorded IAW policy and that all safe movements are properly coordinated and recorded within the respective databases.
  • Conduct approved data transfers IAW two-person integrity media requirements within 1 duty of receipt of task.
  • Maintain 100% accountability of Top-Secret materials and magnetic media through the use of the appropriate document control system and a chain of appropriate signed receipts.
  • The CDR security administrators must be capable of assisting an average of 250+ customers per month.
Qualifications

Required Skills (Knowledge, Skills, Abilities)
  • Experience with security management of Sensitive Compartmented Information Facility (SCIF) / Special Access Program Facility (SAPF)
  • Possess excellent research and data-gathering skills with an ability to interpret/analyze complex information within operational Research & Development (R&D) / S&T environments
  • Attend meetings (either locally or out-of-area) and create meeting summaries or trip reports
  • Prepare and submit meeting minutes on an as-required basis
  • Prepare/present briefings, incorporating graphics (if appropriate) for/to SID and DARPA
  • leaders
  • Prepare various security forms associated with their duties
  • Assist in entry control and perform escort duties for visitors
  • Answer telephones and other modes of administrative communications in the performance
  • of duties
  • Perform self-inspections, identify security discrepancies, and report security incidents
  • Perform, or support, security inspections, identify security discrepancies and prepare reports
  • Perform courier duties within the continental United States (CONUS)
  • Perform user-level security administrator and information security responsibilities as
  • required and in compliance with US Codes, Executive Orders, and DoD and DARPA policy
  • Perform objective reviews on all documentation encountered during performance of duties
  • Possess the energy, experience, and subject matter expertise to demonstrate sound judgment, foresight and problem-solving skills in a fast-paced S&T RDT&E environment
  • Possess excellent organizational and communication skills; demonstrating an ability to communicate, interact easily and effectively with a wide variety of individuals and echelons in both written and verbal forms
  • Manage and maintain detailed information and documentation
  • Work independently, as well as in a team environment, within the bounds and guidelines of the organization
Clearance
  • Minimum of active Top Secret (TS)
  • TS/SCI strongly desired
  • Subject to a random counter-intelligence scope polygraphs as a condition of access eligibility.
Years of Experience/Education Requirements
  • Associate's degree and 8 years of experience supporting classified programs, or a high school diploma and 10 years of experience supporting classified programs.
Travel Requirements
  • Ability to travel to CONUS and/or OCONUS locations
  • Limited travel within the region
  • Must have active US passport for OCONUS travel requirements
