Licensing Associate

SUMMARY
The Licensing Associate reports directly to the Licensing Supervisor and is responsible for supporting the day-to-day operations of the Licensing operations. This includes support Tribal Gaming Commission staff with an emphasis on helping to fulfill the daily duties of Licensing Department by assisting the Licensing Agents in compiling background investigations while ensuring all Federal and State regulatory requirements are upheld.
PRINCIPAL ACTIVITIES & RESPONSIBILITIES
- Responsible for general office duties such as greeting the public, answering phone, sending and receiving faxes, mail distributions, departmental emails, electronic and hard copy filing, and arranging meetings.
- Responsible for maintaining electronic and hard copy files to include highly confidential information: credit information from Equifax Credit Reporting Agency, and criminal and personal history information from the Oregon State Law Enforcement Data System (LEDS), city, county and state law, enforcement agencies, and state and local court.
- Maintain and comply with the records retention policy.
- Create and maintain documents, reports, and data using advanced computer knowledge and skills including the entire Microsoft Office Suite (Word, Excel, Access etc.), Outlook, OneNote, and Adobe Acrobat.
- Research information using the internet and databases as access allows.
- Create and maintain professional reports regarding Licensing activities.
- Order and maintain departmental uniforms and supplies.
- Observe, ensure, and maintain the highest level of confidentiality regarding sensitive information pertaining to the overall Tribal Gaming Commission, Surveillance Department, Tribal Police, Casino, and all other Tribal matters.
- Create and track purchase orders, reconciliations, and all other Licensing budget related information.
- Maintain fundamental knowledge of department operations and Gaming Commission Regulations.
- Meet and greet Tribal members, visitors, vendors, and applicants in a professional manner.
- Attend training, meetings, and briefings as assigned.
- Maintain contact information such as phone lists and directory, including external vendors and business partners.
- Arrange travel, training and prepare itineraries.
- Prepare monthly calendar of events and agendas.
- Schedule, set-up, and coordinate meetings, appointments, interviews, fingerprinting, photographs, etc.
- Assist the Licensing Agents with coordination, scheduling and notification of Commission meetings and hearings.
- Operate licensing software and maintain photo databases for licensure and other departments as assigned in an efficient manner.
- Assist the Licensing Agents in compiling and organizing investigative files of applicants and licensees for the Tribal Gaming Commission.
- Coordinate badge transfers.
- Act in accordance with Confederated Tribal Gaming Commission (CTGC) and Tribal Employee Handbook, personnel policies, operating procedures, Minimum Internal Control Standards (MICS).
- Perform all other duties as assigned by management.
- Maintain a positive attitude toward the team, team objectives, and goals.
- Maintain appearance standards as outlined in CTCLUSI and CTGC policies.
- Must have ability to multitask and problem solve in a dynamic detail-intensive working environment.
- Must have the ability to express or receive detailed information through oral communication.
- Maintaining professionalism and Commission standards in intense situations.
- Requires repetitive movement of the wrists, hands and or fingers.
- Requires walking or moving to accomplish task.
- May require standing and or sitting for sustained periods of time.
- May require stooping which entails the use of lower extremities and back muscles.
- May require lifting up to 50 pounds.
- Frequently subject to inside environmental conditions, which provide protection from weather conditions but not necessarily from temperature changes.
- Occasionally subject to a smoke-filled environment while working on the gaming floor.
- Occasionally subject to outside environmental conditions.
- Occasionally subject to strong verbal communications from emotionally charged individuals.
- Forty (40) hours per week. Work is on a flexible schedule with normal hours Monday through Friday 8:00 a.m. to 5:00 p.m. or as authorized by the CTGC Management, with a one (1) hour lunch period. Schedule is subject to change with minimal notice. Schedule may occasionally include nights, weekends or mandatory overtime.
- This position is primarily located in Florence, Oregon, but may also require occasional licensing action work as needed in Coos Bay at the TRCR-Coos Bay.

Experience and Skills
MINIMUM JOB REQUIREMENTS
- High School Diploma or equivalent.
- Must be at least 21 years of age.
- Two (2) years of office experience is required.
- Experience consistent with strong computer skills such as proficiency in Microsoft Office Suite, Outlook, OneNote and Adobe Acrobat with advanced skills using Access Database knowledge and internet.
- Experience indicative of excellent written and oral communication skills.
- Must possess exemplary organizational skills and flexibility with the ability to monitor and prioritize multiple projects with detail and accuracy.
- Experience working work well in a group as well as independently.
- Must have valid Driver's License.
- Must be able to pass a pre-employment drug screen. The Gaming Commission is under Federal regulations and therefore a drug screen test is mandatory, as well as subject to random drug testing the duration of employment.
- Must obtain and maintain a high security gaming license from the Gaming Commission; which includes a background check of: work history, credit history, integrity and honesty history, judicial activity, as well as being fingerprinted for criminal activity.
- Must be able to obtain and maintain Level 2 CJIS Clearance or higher within 30 days of hire.
- Must be a State of Oregon Notary within 3 months of hire.
- Must obtain our UA Tester Certification within 3 months of hire.
- Must have employment eligibility in the U.S.
- Indian preference will be observed in the hiring process.
- Experience with report writing preferred.
- Understanding of regulatory work is preferred.
