The State of Connecticut, Department of Administrative Services (DAS), has wide-ranging administrative responsibilities in state government, including the function of the state's information technology infrastructure, design and construction of state facilities, provision of statewide human resources, procurement of goods and services for public purposes, collection of debt owed to the state, enforcement of building and fire codes, oversight of school construction grants to municipalities, among many other functions.

The DAS Internal Audit Division is currently seeking an Accounting Careers Trainee (Internal Audit Accounting Careers Trainee), with a Target class of Accounts Examiner. As An Accounting Careers Trainee, you will participate in a 1 to 2 Year Training Program (dependent upon education) designed to help you develop the skills required to work in the professional field as an Accounts Examiner.

THE ROLE

This Position will be primarily responsible for performing audits, reviews, and agreed-upon procedure assignments for the Department of Administrative Services, Internal Audit Division.

In This Role, You Will:
  • Receive on-the-job training in skillsets specific to the field of accounting and audit
  • Assist more senior staff in the performance of their assigned duties
  • Complete assignments independently as directed and as necessary
  • Complete interviews with auditee in a professional, competent, and confident manner with an assigned set of questions
  • Participate in on-site audits, meeting with officials of the organization being examined to discuss audit procedures, answer questions and obtain necessary information and records
  • Examine various financial records including revenue, expenditure, payroll, and grant accounting
  • Examine and reconcile accounting records with supporting data, such as vouchers, invoices, and cash receipts
  • Determine compliance of various complex financial documents with applicable regulations
  • Complete assigned tasks, assignments, and audits within agreed-to time periods
  • Test compliance with internal policies and procedures, providing recommended Improvements, and when necessary, identifying steps to improve compliance and controls
  • Prepare reports as requested

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for mastering the skills necessary to satisfactorily complete the training program for a professional accounting or auditing position.

EXAMPLES OF DUTIES
  • Receives training in introductory accounting or auditing work for development of skills and knowledge in order to qualify for advancement into a professional agency accounting or auditing position;
  • Performs a variety of increasingly difficult duties as skills are acquired during the course of the training period;
  • Examines financial records of governmental or private businesses and accounting methods and procedures to ensure compliance with statutes, regulations, guidelines or accepted accounting principles;
  • May receive training in such areas as maintaining financial records and accounts, establishing financial statements and schedules, and preparing budget estimates;
  • Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
  • Knowledge of
    • accounting and auditing principles and practices;
    • business mathematics and statistics;
    • business uses of information technology;
    • effective report writing;
  • Ability to

MINIMUM QUALIFICATIONS

Candidates must be able to meet the experience and training requirements of the designated job class at the completion of the development program.

PREFERRED QUALIFICATIONS
  • Possession of a Bachelor's or Master's degree in accounting, finance, or business administration
  • Experience providing clear and concise verbal and written communication to vendors, co-workers, leadership and third parties
  • Experience using Microsoft Office 365 including Excel and Access through course work, work experience, or internships
  • Experience writing professional documents with attention to grammar and punctuation through course work, work experience, or internships
  • Successful co-op or internship completion in auditing within the last (12) months, preferably with a governmental organization
