Highly responsible administrative work in assisting fiscal management and payroll management programs. The Payroll/Accounting Officer position performs work of considerable difficulty in providing a full range of administrative support and office management functions.

Upon successful completion of probation, this position may be considered for a hybrid work schedule.
This position performs a variety of duties of varying difficulty. You will have the opportunity to multitask, work independently, and partner with internal and external stakeholders.
Under general supervision of the Fiscal Director, duties may include but not be limited to:
Performs a combination of payroll, accounting, and administrative support duties involving specialized knowledge of states payroll system, and accounting and financial records.
Responsible for maintaining a large and complex payroll program.
Processing and approval of statewide payroll using payroll software (SEMA4).
Serves as liaison and trainer to regional Office Managers to ensure coordination of their payroll and accounting duties and;
Assisting regional Office Managers and employees with payroll and accounting questions
Obtains vendor numbers for new accounts to ensure accurate and timely payment of invoices.
Reviews employee expense documents for accuracy; process expense documents for payment
Create purchase orders and processing invoices in states accounting system; ordering office supplies; answering and directing incoming phone calls; opening and distributing mail.
Examples of Work
Directs the payroll functions of the agency to ensure timely and accurate processing of payroll and adequate payroll records and fiscal controls are maintained.
Maintains payroll information by collecting, calculating, and entering data into the payroll system and may retrieve payroll data as necessary.
Maintains payroll operations by following policies and procedures, and reporting needed changes. Maintains employee confidence and protects payroll operations by keeping information confidential.
Codes, prepares, and processes encumbrance documents for the central office.
Approves and prepares invoices for payment with the proper appropriation, fund, object code and activity code.
Provides high professional skills for the financial operation of the department consistent with the appropriate state laws and regulations so that state funds are utilized in an efficient and effective manner.
Processes vendor information and coordinates correspondence with vendors as well as processing direct pay permit/tax exempt forms as necessary;
Provides coordination with MMB relating to financial matters so that appropriate staff are informed as to matters pertaining to policies, and procedures.
Resolves payroll discrepancies by collecting and analyzing information and interacting with the Human Resources Manager and Minnesota Management and Budget (MMB).

Extensive knowledge of the department's accounting structure and extensive knowledge of accounting principles and practices.
Thorough knowledge of the state's appropriation, budgetary, and accounting systems.
Ability to independently carry out department objectives with only limited supervision.
Ability to prepare and interpret complex fiscal records and reports, recognize problems, and effect solutions.
Ability to establish and maintain effective working relationships with managers, public, and other employees.
Knowledgeable in laws and procedures for payroll, taxation, and compensation including FLSA;
Required Qualifications:
Completion of High School or equivalency
Four years of administrative office support experience that includes budgeting, purchasing, personnel/payroll, or an equivalent combination of education and experience.
Preferred Qualifications:
Completion of a bachelors degree in accounting, Business, Finance, or related field
At least two years of payroll, accounting, or finance experience in a medium to large sized organization in the public sector
Experience with fiscal management
State of Minnesota systems experience (SEMA4, SWIFT)
