The City of Salem Enterprise Services Department is seeking a Chief Information Officer to lead the Information Technology division.

The Chief Information Officer for City of Salem plays a crucial role in managing and strategizing the city’s technological needs and infrastructure. This role provides vision and leadership for developing and implementing information technology initiatives for Salem. The Chief Information Officer directs the planning and implementation of enterprise IT systems in support of business operations to improve cost effectiveness, service quality, and business development. This individual is responsible for all aspects of the organization’s information technology and systems including leading the city through innovation and the adaptation of new technologies to improve and bring efficiencies to the City’s services.

The Enterprise Services department consists of 7 divisions: Human Resources, Information Technology, Fleet, Safety and Risk, Customer Service, Document Services, and Facilities.

The Information Technology division consists of approximately 60 staff serving 9 city departments.

What you will do: Strategy & Planning

Participate in strategic and operational governance processes of the business organization as the Senior member of the IT Leadership team. Lead IT strategic and operational planning to achieve business goals by fostering innovation, prioritizing IT initiatives, and coordinating the evaluation, deployment, and management of current and future IT systems across the organization. Develop and maintain an appropriate IT organizational structure that supports the needs of the business. Establish IT departmental goals, objectives, and operating procedures. Identify opportunities for the appropriate and cost-effective investment of financial resources in IT systems and services, including staffing, sourcing, purchasing, and in-house development. Assess and communicate risks and opportunities associated with IT investments. Under the Delegated Authority from the Deputy City Manager, develop, track, and control the information technology annual operating and capital budgets. Develop and communicate business case justifications and cost/benefit analyses for IT spending and initiatives. Direct development and execution of an enterprise-wide disaster recovery and business continuity plan. Assess and make recommendations on the improvement or re-engineering of the IT organization.

Acquisition & Development

Coordinate and facilitate consultation with stakeholders to define business and systems requirements for new technology implementations. Under the Delegated Authority from the Deputy City Manager, approve, prioritize, and control projects and the project portfolio as they relate to the selection, acquisition, development, and installation of major information systems. Under the Delegated Authority from the Deputy City Manager, review hardware and software acquisition and maintenance contracts and pursue master agreements to capitalize on economies of scale. Define and communicate corporate plans, policies, and standards for the organization for acquiring, implementing, and operating IT systems.

Budget Management

Responsible for financial planning for IT expenditures, including investments in new technology. Work with staff to develop and manage the IT budget, ensuring cost-effective resource allocation. Plan and manage costs for IT infrastructure replacements. Plan and manage costs for City Enterprise software implementations and ongoing maintenance costs.

Cybersecurity and Risk Management

Ensure the security of the city’s digital assets from cyber threats. Develop and implement security policies, procedures, and protocols. Manage risk assessment and mitigation strategies.

Innovation and Technology Adoption

Stay abreast of technological advancements and assess their applicability to city operations. Lead innovation and adopt technologies that bring efficiencies to city operations and services.

Operational Management

Ensure continuous delivery of IT services through oversight of service level agreements with end users and monitoring of IT systems performance. Ensure IT system operation adheres to applicable laws and regulations regarding data privacy, information access, and technology usage. Establish lines of control for current and proposed information systems. Keep current with trends and issues in the IT industry, including current technologies and prices. Advise, counsel, and educate executives and management on their competitive or financial impact. Promote and oversee strategic relationships between internal IT resources and external entities, including government, vendors, and partner organizations. Supervise recruitment, development, retention, and organization of all IT staff in accordance with corporate budgetary objectives and personnel policies.

Must pass the pre-employment background check. Must have an Oregon Driver license and a driving record that meets the City of Salem's driving standards; some Assistant Director assignments may require an Oregon Commercial Driver License. Bachelor's degree from an accredited college or university in Information Technology (IT), planning, business administration, public administration or a related field, and nine years of experience in progressively responsible professional experience, including eight years of managing multiple divisions or units with professional management subordinates, or any combination of experience and training that demonstrate possession of the knowledge, skills, and abilities as listed, and ability to perform the essential job functions. Depending on the area of assignment, professional certifications, memberships, and/or licenses will be required and must be maintained throughout employment. Preferred Qualifications (Not required to apply): Master's degree from an accredited college or university in computer science, civil engineering, natural science, planning, business administration, public administration or a related field. Extended Experience in:

Managing and/or directing an IT operation; Working for a government agency or similar regulated industry; Strategic planning and execution; Systems design and development, from business requirements analysis, through to day-to-day management. Organizational Change Management. IT planning, organization, development, and solving business problems. Leadership ability, demonstrated understanding of leadership concepts, and proven ability to develop staff. Set and manage priorities judiciously. Considerable Knowledge of:

Business theory, business processes, management, budgeting, and business office operations. Project management principles. Laws and regulations (City, State, and Federal) as they relate to IT. Human resource management principles, practices, and procedures. Exposure/Understand of:

Data processing, hardware platforms, enterprise software applications, and outsourced systems, including (ERP, GIS, CJIS, Microsoft 365, Utility Billing Systems, CMS, Asset Management Systems, Cisco. Enterprise resources planning (ERP). Organizational goals and objectives. What you will bring along:
