WHAT YOU WILL BE DOING The primary purpose of this position is to develop, manage, and administer the federal grant portfolio for the agency by providing information, guidance, advice, and assistance to management and staff in support of multiple, diverse agency programs. This position is responsible for grant monitoring and reporting in compliance with governing laws, rules, and statutes to ensure continued eligibility for program funding. This position is eligible for a hybrid remote work schedule. The work schedule is Monday - Friday from 8:00 am - 5:00 pm. The incumbent will be expected to work at the central workplace located at 550 Capitol St. NE in Salem, Oregon, at least eight times per year. This generally includes attendance at pre-scheduled in-person all-staff meetings. The position may also be required to work at the central workplace on a more frequent basis with advance notice, as needed. This is a full-time, limited duration, classified service position that is not represented by a union. Limited duration positions are benefit eligible positions with a designated maximum length of service. This position is expected to last through June 30, 2028; but could end at any time or depending on funding could be extended or become permanent. WHAT WE ARE LOOKING FOR

  • Five years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system.
-OR-
  • Five years of professional-level experience in accounting, fiscal auditing, management, or program analysis. Experience must have included modeling, forecasting, and analyzing fiscal information.
-OR-
  • Successful completion of the Department of Administrative Services Budget and Management Public Administrative Trainee Program.
Note: A Bachelor's Degree in Business, Public or Non-Profit Management, Finance, Accounting or a related degree (such as Public Policy, Political Science, Public Administration, Economics or other analytical or technical degree) may substitute for three years of the required experience. A graduate-level degree in any of the above areas may substitute for four of the five years required experience. The most successful candidate will also have the following skills, experience, and background:
  • Experience working on federal grants as either a federal grant administrator, federal grants officer, or federal fiscal analyst.
  • Demonstrated ability to provide fiscal information in a clear, effective, and professional manner.
  • Experience developing and reviewing federal financial reports, cash reconciliations, working with sub-recipients under federal awards, and federal program progress reports.
  • Demonstrated ability to prepare federal grant applications for submission into federal grant platforms for reporting and submission.
Preference may be given to those with the following:
  • Recipient of a national grants management certification and experience with Buy America, National Environmental Policy Act, Section 106 of the National Historic Preservation Act (NHPA), and Davis Bacon compliance.
