JOB SUMMARY The Contract Compliance Supervisor oversees the Labor Compliance Department as an extension of the Payroll team and is responsible for keeping the organization’s contracts and labor practices in compliance from pre-bid through project completion. MINIMUM QUALIFICATIONS A working knowledge of labor compliance and certified payroll at a level normally acquired through completion of a Bachelor’s degree in Accounting or related field or equivalent experience; and Five years’ experience with labor unions preferably in the construction industry with a combination of contractor and auditor experience. PREFERRED QUALIFICATIONS

Experience in developing, managing, and leading teams. Proficient in Microsoft Excel, Word, Outlook, and Ten Key by touch. Knowledge of OR, CA, ID, and WA state labor laws. Experience in Payroll. KEY SKILLS & COMPETENCIES

Able to develop and manage Labor Compliance Specialists and Clerks through SMART goal setting. Maintain a high degree of accuracy, attention to detail and confidentiality. Thorough knowledge of construction practices and procedures related to project labor compliance documentation including reviewing contracts, initial project documents, and prevailing wage reporting. Maintains working knowledge of government regulations regarding labor unions and basic CA and Federal labor laws. Conversant in CA prevailing wages set forth by the DIR, Davis Bacon Act wage rates, and union mandated fringe benefits. Familiar with LCPTracker, Online Certified Systems (OCPS), Caltrans File Transfer, and the CA DIR eCPR System. Exhibits professional and effective verbal and written communication skills. JOB RESPONSIBILITIES Review, coordinate and track pre-bid proposals and awarded contracts between agencies and manage requirements related to on-site approvals for work commencement; advise staff on labor/craft classifications to perform work in accordance with CA Dept of Industrial Relations practices. Present and/or attend labor compliance requirements at pre-bid and pre-construction meetings for contracts subject to the payment of prevailing wages. Conduct and audit prevailing wage reviews and monitor sub/contractor payroll to ensure proper payment within certain CA counties covered by the CA Dept of Industrial Relations; investigate and respond to complaints of underpayment. Advise departments on proposal/bid/quote preparation to ensure conformance with various funding requirements. Communicate in writing to contractors and vendors regarding non-compliance and respond to public records and information requests from outside agencies. Responsible for managing Owner Controlled Insurance Program projects, certified payroll reports, and related labor compliance documents for assigned projects throughout operating states. Develop and present monthly and quarterly report summarizing contract data. Recommend and implement changes in accordance with labor codes and regulations. Performs other tasks and special projects as assigned. COMPENSATION & BENEFITS
