Within L&I’s Financial Services Program, our Fiscal Analysts support several specialized fiscal functions: Cashiering, Warrant Handling, Capital Asset Management, Accounts Payable, Electronic Benefit Payments, and Accounts Receivable. We are currently looking to fill two senior level Fiscal Analyst 3 positions within our teams lead and support these functions. The Fiscal Analyst 3 position located within our Revenue Accounting Unit will perform complex, higher-level fiscal duties for the agency’s Accounts Receivable and Collections (ARC) system. This will include preparing, monitoring and analyzing financial data and reports.You will be responsible for reconciling and resolving discrepancies and advising management about current issues and suggestions for changes. You will perform complex fiscal duties for the agency’s Front Counter system including non-cash payment methods. You will assist with developing and implementing financial procedures and improving business practices. The Fiscal Analyst 3 position located within our Accounting Services Unit works under the leadership of the Warrant Handling Section Supervisor and shares in the responsibility for reviewing and analyzing all fiscal transactions that are released from the system interface and recorded into Agency Financial Reporting System (AFRS). You will be expected to take action based on disciplined analysis and make corrections when warranted. You will be held accountable for maintaining adequate internal controls and have responsibility to recommend changes in policy and procedures as business or accounting requirements change. Proficient computer skills using Microsoft Word, Excel, Access, Outlook, and the Internet. You must have the ability to create, modify, work with formulas and functions, format and print documents and spreadsheets. Ability to prioritize and perform multiple tasks in the same time frame, handle interruptions appropriately, and return to incomplete tasks. Ability to prepare, review, audit, and accurately process complex financial transactions. Ability to consistently and accurately complete daily reconciliations of entries. Demonstrated ability to work effectively with both accounting and non-accounting personnel. Strong customer services skills with the ability to listen and connect with others to build and maintain internal and external customer satisfaction by sharing accurate and timely information. Ability to lead and train others and cross train in multiple financial task to support and back-up various positions in the unit when needed. Duties: Some of what you’ll do in theFiscal Analyst 3 position located within our Revenue Accounting Unit: Serve as the agency accounting specialist for all credit card transactions.Train all backups and perform all reconciliations. As the agency accounting specialist for credit card transactions, work with IT staff and agency leaders to develop new methods of payment, including reconciliation procedures and streamlining current systems. Create daily cash receipt documents for all credit card and ACH transactions received in L&I. Create monthly credit card reports for agency management. Perform complex fiscal duties and analysis for the agency’s Accounts Receivable and Collection (ARC) system. Analyze various subsidiary accounts and complete complex reconciliations and journal entry transfers. Investigate and independently resolve any discrepancies discovered. And much more Some of what you’ll do in theFiscal Analyst 3 position located within our Accounting Services Unit: Ensure that AFRS and related systems interface on a daily basis and that all items are processed within the same business day. Perform daily reconciliation process to ensure all batches have posted. Review the un-balanced, in-process report daily and ensure all errors have been corrected. Prepare and send the daily Washington State Investment Board (WSIB) investment projection instructions as well as other bi-weekly and annual investment projections. Responsible for ensuring all corrections and adjustments received from the Revenue Accounting Unit are posted accurately and timely into the EASE system. Perform monthly, quarterly, and annual balance sheet reconciliations.Update reconciliation templates and prepare service requests to update system reports where there is a change in business process or accounting requirements. And much more Qualifications: Required: Four (4) years of fiscal experience. OR An Associate’s degree in accounting, auditing or budgeting AND two (2) years of fiscal experience. Equivalent combination of experience and education may be used to qualify for the four (4) years of fiscal experience such as: Two (2) years of fiscal experience AND Two (2) years of college courses Knowledge of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB). #J-18808-Ljbffr
