The Department of Human Resources at Clackamas County is seeking a Limited Term Classification and Compensation Analyst to join their experienced Class/Comp team. ( ) It is anticipated that this will be a two-year (2) limited term appointment . In this position, you will perform professional classification and compensation duties, including conducting job analyses, salary studies, analyzing internal pay equity, establishing new classification/job descriptions, and reviewing classification and compensations issues with employees and management. Writing is a critical function of the Classification and Compensation Analyst, as such you will be responsible for drafting analysis findings, creating recommendations and other classification and compensation documentations.
The Classification & Compensation program within Human Resources oversees, develops and maintains the County’s compensation and classification systems, and provides position and organizational consultation services to County Departments and Agencies so they can structure their organizations in a way that places the right person in the right classification at the appropriate pay in order to achieve their operational and strategic results.
As a Classification and Compensation Analyst you will provide advice, information, and recommendations to management, elected officials and employees related to classification and compensation matters. You will serve as a business partner to assigned departments, providing guidance and strategic advice as a subject matter expert within classification and compensation. Knowledge of compensation theory and techniques. Knowledge of state and federal laws that govern pay (i.e. FLSA, DOL, OEPA). Ability to think analytically Strong research and data gathering skills Strong Microsoft Office skills including Word and Excel Ability to work in a fast-paced environment Ability to work in a readily changing environment Ability to establish and maintain effective relationships at all levels of the organization Critical thinking and problem solving Willingness to want to help make changes and improve business processes Strong analytical skills Strong organizational skills with the ability to quickly shift focus and adapt to changing priorities Strong verbal and written communication skillsRequired Minimum Qualifications/ Transferrable Skills:*
A minimum of four (4) years of classification and compensation experience that would likely provide the required knowledge and skills to perform the responsibilities of this position.Two (2) years of this experience must be in:Conducting job analyses and drafting written analysis and recommendationsDeveloping, writing and/or revising job and classification descriptionsConducting salary studies and recommending salary grade placements Experience using an enterprise based HRIS system, such as Oracle PeopleSoft Experience communicating technical information, both verbally and written to a wide range of audiences with various levels of knowledge or understanding of the subject.Preferred Special Qualifications/ Transferrable Skills:*
Experience working in a union environment Experience working in the public sector Active Human resource certification (PHR, SPHR, SHRM-CP, SHRM-SCP, etc.) Classification & Compensation Professional Certificate (CCP) Understanding of Oregon Equal Pay Act (OEPA)Pre-Employment Requirements:
Driving is required for County business on a regular basis or to accomplish work. TYPICAL TASKS
Duties may include but are not limited to the following:
Conducts job analysis of new or modified positions via the Position Classification Questionnaire (PCQ) process; participates in studies to review positions within large employee groups; conducts analysis of individual positions to determine appropriate classification allocation; conducts interviews with employees and management; prepares written report on findings and recommendations. Communicates results of position reviews to management and employees, both verbally and in writing; responds to management, union, or employee classification questions; evaluates employee classification appeals for appropriate action; organizes and participates in the formal appeal hearing process. Educates and advises management on County classification and compensation policies, procedures, strategies and services. Participates in the maintenance of the County’s classification and compensation plans; reviews position descriptions and revises or drafts classification specifications; conducts salary surveys; analyzes classifications and salary data to determine market comparables; reviews market and internal equity relationships to recommend salary grade placement or adjustments; drafts official staff reports. Utilizes job analysis techniques to determine applicable directly relevant experience in order to complete Salary Placement Assessments for new hires, re-hires, promotions, etc. Communicates starting salary offers to hiring managers and answers questions/concerns. Researches and responds to requests for salary and classification information form other agencies and jurisdictions; participates in formal or informal salary surveys. Coordinates and completes special studies, audits or ad hoc classification and compensations projects. Participates on/supports management bargaining team in labor contract negotiating sessions; provides information regarding classification and compensation related issues; identifies and researches significant or controversial issues; researches, analyzes and reports costs of contract proposals. Utilizes the County’s HRIS and query tool to select employment information for a variety of HR projects; prepares and reviews payroll, benefits, and personnel documents for compliance with human resources polices, uses HRIS in conjunction with other computer tools to provide analysis, costing and employee statistics, reports and documents; may provide business analyst support for system upgrades.

WORK SCHEDULE
This position is included in the County’s alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday ( Fridays off ). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
This position is eligible for hybrid on-site/telework subject to the and based on the Department’s business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
Though this position is eligible for hybrid telework, it is expected that the selected individual will be onsite for at least the first 90 days while completing onboarding and orientation.
