Established in 1944, the WBG is one of the world’s largest sources of funding and knowledge for development solutions. In fiscal year 2023, the WBG committed over $72 billion in loans, grants, equity investments and guarantees to its members and private businesses, of which $34 billion was concessional finance to its poorest members. It is governed by 188-member countries and delivers services out of 120 offices with nearly 15,000 staff located globally. The WBG consists of five specialized institutions: The International Bank for Reconstruction and Development (IBRD), the International Development Association (IDA), the International Finance Corporation (IFC), the Multilateral Investment Guarantee Agency (MIGA), and the International Centre for the Settlement of Investment Disputes (ICSID). The WBG is organized into six client-facing Regional Vice-Presidencies, several corporate functions and thirteen Global Practices to bring best-in-class knowledge and solutions to regional and country clients. Located within the World Bank’s Planet Vertical, the Environment, Natural Resources and Blue Economy (ENB) Global Practice (GP) has over 130 operations, representing $15 billion, and a growing pipeline of new investments under active development. The GP provides expertise, technical assistance, and financing to help countries to steward natural resources in a sustainable way. Aligned with the mission of the World Bank to end extreme poverty and boost prosperity on a livable planet, the Planet Vertical supports knowledge and actions to enhance ecosystem resilience while creating sustainable livelihoods and improving human well-being. The ENB GP Global Platform Unit (SENGL) comprises about 35 staff, most of them based in Washington, DC. The team reports to the Practice Manager also based in DC. SENGL is primarily responsible for (i) designing and leading the global programs for the GP whose implementation in country rests with the GP's regional units, including alignment to key business areas and crosscutting solutions; (ii) resource mobilization and donor coordination, including trust fund management, planning and reporting; (iii) conducting key global studies to advance the environmental agenda globally and internally; and (iv) knowledge management of SENGL’s key outputs. The SENGL Unit also administers ENB GP’s three Umbrella TF programs – the Global Program for the Blue Economy (PROBLUE), the Global Partnership for Sustainable and Resilient Landscapes (PROGREEN), and the Global Program on Sustainability (GPS) that provides concessional funding to Bank teams working on themes related to Blue Economy and keeping ocean healthy (PROBLUE), improving ecosystems in resilient landscapes (PROGREEN), and measuring and valuing natural capital and ecosystem services (GPS). Roles and Responsibilities The SENGL unit is recruiting an Extended-Term Consultant (ETC) with expertise and practical experience in aquaculture, blue food, and biodiversity. The Consultant will provide expertise, technical knowledge, and project implementation support to the World Bank Blue Economy Program (PROBLUE), and related ASAs such as the AquaInvest Platform and Integrating Aquaculture into Land and Seascape Programs, as well as other relevant input in implementation of other relevant activities and programs managed by SENGL (e.g. Global Challenge Program for Food and Nutrition Security, biodiversity protection etc.). In addition, the ETC will help in offering cross-support to country teams. The ETC will work under the everyday supervision of senior specialists and report to the Practice Manager, SENGL. He/she must be based in Washington, DC. The ETC’s main roles and responsibilities include: Assist World Bank Group (WBG) aquaculture operations with the identification, development and implementation. Development projects need to be informed by the best available technological options, adapted to specific contexts, and coupled to lessons learned from successful and failed aquaculture initiatives and best environmental and social standards. The consultant will be expected to communicate extensively with WBG clients, project teams and partners to ensure the incorporation of best practices and industry trends into operations. Provision of technical assistance in the development and adoption of better management practices for aquaculture and fisheries, with special emphasis on environmental, social, and economic practices. Assistance in the development and implementation of knowledge transfer, dissemination, and capacity building activities for WBG staff and external stakeholders in the fields of aquaculture and fisheries including the dissemination of tools and findings of the global reports and manuals. Coordinate aquaculture advisory services and analytics and operations supervise all components of projects and operations to guarantee timely delivery of quality outputs including: The PROBLUE and PROGREEN funded project “Integrating Aquaculture into Land and Seascape Programs”. The PROBLUE funded project “A Strategic Approach to Brine Shrimp (Artemia) Agribusiness Development”. Identification of current issues for analytics and preparation of new proposals. Proactively provide technical input to webinars, dissemination activities, management meetings, and other presentations with both WBG internal and external stakeholders in the fields of aquaculture and fisheries. Maintain contact with development agencies, regional organizations, local authorities, official services, private sector, and other relevant stakeholders at global and regional levels in the fields of aquaculture and fisheries. Under the AquaInvest Platform: Assist client countries, external agencies, and WB aquaculture implementation teams to adopt the “Global Aquabusiness Investment Guide” and support clients towards the utilization of the “Global Seaweed New and Emerging Report 2023”. Support the design and implementation of ‘country case studies on aquaculture zoning and carrying capacity assessments’ by closely working with other team members and consultancy firms. Follow up activities on the World Bank seaweed development activities including the KWPF funded project “Korean Technology and Knowledge Transfer to Transform the Seaweed Agribusiness in Africa and Southeast Asia”. Under Global Program for the Blue Economy, PROBLUE, an umbrella trust fund, administered by the World Bank, that supports the sustainable and integrated development of marine and coastal resources in oceans the ETC will assist in implementation of required activities under Pillar 1, Sustainable Fisheries and Aquaculture with emphasis on aquaculture. The ETC’s work will include: Technical and knowledge inputs for program development - Based on the demand of the program, the ETC will provide technical input to design and implementation of PROBLUE funded activities, review proposals, assist with the cross-cutting issues related to gender and social inclusion in aquaculture, ensuring its role as a nature-based solutions, contribution to emission reduction, and provider of ecosystems services, livelihoods, decent jobs and economic development is recognized. Support to the country, regional, and global programs - Assist in administration of the country and regional program, and the global program, review progress and completion reports for consistency, quality, and policy alignment, provide input to PROBLUE Annual Progress Report and Annual Work Plan and Budget. Portfolio and financial and reporting - The ETC will review and contribute to improvement of the PROBLUE portfolio and financial tracking system, generate activity, portfolio, and financial reports and respond to requests for information from management and development partners, review and update the output tracking system, prepare briefings, talking points, presentations, and action plans on PROBLUE portfolio for senior management, Partnership Council, and other audiences as requested. Selection Criteria The successful candidate will have: Advanced degree in fisheries, aquaculture, environment and natural resources management, sustainable development, landscape management or another related field. Minimum of 8 years of relevant professional experience. Experience with program management of trust funds; experience with WB-administered umbrella trust funds. Familiarity with World Bank systems, and with the ENB agenda and multiple GPs. Experience with portfolio monitoring / quality assurance process and procedures from within the WB or other IFI. Proactivity and ability to work with a significant degree of autonomy. Excellent interpersonal, problem-solving, diplomatic, and team skills, and ability to work with a range of stakeholders to effectively negotiate and build consensus to achieve constructive outputs. Excellent organizational and management skills, and ability to manage a broad program of activities; ability to prioritize, to deal with frequent and unexpected changes, and to work with short deadlines. Excellent oral and written communications skills in English, including the ability to write reports and briefing notes. Personal integrity, with demonstrated ability to handle confidential matters in a discreet and respectful manner. Effective interpersonal and communication skills with external partners and across the WBG matrix with the capacity to interact in a multi-cultural environment.
