Description
SUMMARY
The California Emerging Infections Program (CEIP) is one of twelve EIP sites. CEIP is a program administered by Public Health Foundation Enterprises, Inc. (PHFE) dba Heluna Health. CEIP functions under a cooperative agreement with the Centers for Disease Control and Prevention (CDC) and is a collaborative effort involving the California Department of Public Health (CDPH), the University of California, Berkeley, School of Public Health, and several local health departments. As part of the EIP network, CEIP has been an invaluable national resource for the surveillance, prevention, and control of emerging infectious diseases.
The Associate Director is responsible for the fiscal and programmatic oversight of all projects and ensuring the program meets its contractual goals and objectives.

The salary range for this position is $155,000 to $165,000 annually depending on experience/ qualifications.
ESSENTIAL FUNCTIONS
Manage and support grant by attending all annual core steering committee meetings at CDC.
Oversight of budget spending/forecasting information.
Answer various high-level requests from CDC with fast turnaround.
Oversight of Data Modernization Initiative (DMI) leading to increased efficiencies in data streams both to CDPH and CDC.
Oversight of all program activities, including surveillance activities, study protocol implementation, grant application and budget management, human subjects’ applications, and HIPAA compliance.
Oversight of staff recruiting and hiring.
Ensure necessary reports and documentation are submitted to CDC.
Train and supervise project coordinators, surveillance officers, and administrative staff.
Oversee protocol development, procedure strategy, troubleshoot data collection and reporting issues.
Oversee scope of work and budgets written for all consultant agreements, contracts, and subcontracts.
Ensure projects are completed on time and within budget.
Serve as a liaison between CEIP, several divisions of CDC, the state health department, and participating local health departments.
Serve as the team lead between the CEIP and PHFE, coordinating writing and submission of applications for routine and supplemental funding.
Develop solutions to program problems and direct work of incumbents assigned to various projects.
Write reports and present at professional meetings and conferences. Coordinate Independent Study Program with UC Berkeley or similar programs (e.g., UC Davis Center for Sustainable Development and Policy).

EDUCATION/EXPERIENCE
Minimum of a Master's degree in area of specialty and at least 10 years’ experience in the field or in a related area (e.g., public health infectious disease epidemiology and/or epidemiology in other relevant specialty area).
Minimum of 10 years’ supervising experience of three or more staff members.
Minimum 5 years’ experience
with a program involving federal, state and local health jurisdictions with multidisciplinary teams and stakeholders .
