Brief Description of Work:

Under the direct supervision of the Procurement Manager, this position is responsible for the administrative support of Agency contracts ranging from products to services and construction.

Essential Function(s):

Executes all facets of the procurement solicitation process, including simplified acquisitions, invitations to bid, requests for proposals, public private partnerships (P3), and requests for qualifications.

Prepares cost analysis and price analysis in line with solicitation requirements.

Oversees contract monitoring, administration, and compliance, supporting user departments.

Ensures that JTA and vendor(s) adhere to contract terms and that contracts comply with local and federal laws.

Maintains accurate and current project records.

Analyzes pricing to ensure fair and reasonable cost determinations.

Crafts contract letters, communications, and notices.

Engages in the negotiation of contract amendments and terms, maintaining project budgets.

Participates in project meetings, documents proceedings, and communicates details to stakeholders.

Generates regular status reports on project progress for user department reference.

Coordinates the preparation of contract amendments and works with the user department lead for award and issuance.

Conducts comprehensive analysis of contracts and change orders to monitor performance progress and budget adherence.

Facilitates purchase order and contract closeouts in collaboration with user departments and Procurement.

Creates and updates regular reports on the status of contracts.

Helps maintain the contract management system database.

Other duties as assigned.

Minimum Qualifications:

Bachelor's degree in finance, Accounting, Law or a related field (five years minimum experience in lieu of education requirement is acceptable).

Minimum two (2) to five (5) years' experience in contract management or procurement.

Preferred Qualifications:

Professional certification or an MBA.

Preferably contract management or procurement in the transportation field.

Knowledge, Skills and Abilities:

Skilled in reading, analyzing, and interpreting legal documents, financial reports, and technical documents.

Applies arithmetic concepts such as fractions, ratios, and proportions to practical situations.

Basic knowledge of purchasing and supply chain procedures.

Proficient in common office software applications.

Understands standard operating procedures (SOPs) and complies with occupational safety and environmental regulations and laws.

Upholds high ethical standards and maintains confidentiality concerning audit matters and findings.

Manages multiple tasks, works well under pressure, and adheres to time constraints.

Observe and comprehend business processes to ensure accurate and complete documentation.

Informed about operations, services, and activities of contract negotiations and compliance.

Knowledgeable about contract law.

Understands federal, state, and local purchasing practices and procedures.

Proficient in Microsoft Office Suite, including advanced functions in Microsoft Projects, Excel & Word such as look-ups and pivot tables.

Experienced with a financial ERP system like Oracle, PeopleSoft, Ariba, etc.

Negotiates and mediates effectively.

Work Environment/Physical Demands:

The Contractor Administrator II works mainly in an office environment where the noise level is usually quiet.

Physical demands may include:

Sitting and/or standing for prolonged periods.

Performing repetitive motion.
