The City of Upland is seeking an experienced and innovative professional to join our team as the Deputy Director of Human Resources/Risk Management . Schedule: Full-time, 12 months per year, 10 hours per day, 4 days per week (Monday through Thursday, 7 a.m. to 6 p.m.). Benefits: Full benefits package available. Experience the rewards of your hard work—comprehensive benefits, including upcoming COLAs, that support your well-being, growth, and success Oversees daily operations of Human Resources/Risk Management, including recruitment, benefits, employee relations, and risk management. Develops and implements division goals, policies, procedures, and staffing plans. Manages the division budget, ensuring compliance and proper resource allocation. Continuously improves processes and service delivery through monitoring and assessment. Oversees hiring, training, evaluation, and discipline of staff. Manages contracts for professional services, including proposals, negotiations, and compliance. Assists with labor negotiations and prepares proposals, costing, and agreements. Evaluates and negotiates employee benefit programs and services. Conducts research for disciplinary matters, providing advice to staff and management. Manages risk programs including Workers' Compensation and general liability. Provides guidance on workplace issues and advises managers and employees. Prepares and presents reports to commissions, committees, and boards. Conducts studies to recommend improvements to programs and policies. Serves as liaison between the City, departments, and external agencies. Stays updated on trends, innovations, regulations, and technology impacting human resources. Responds to complex issues, complaints, and inquiries professionally. Ensures compliance with safety regulations and maintains division files. Performs other duties as assigned. Education and Experience: Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be: Education: Equivalent to a bachelor’s degree from an accredited college or university with major coursework in public or business administration, human resources, psychology, or a related field. Experience: Five (5) years of increasingly responsible experience in the management or administration of public sector human resources/risk management programs and services, of which two (2) years should be in a management or supervisory capacity. Licenses and Certifications: Possession of a valid California Driver’s License, to be maintained throughout employment. Knowledge and Skills: Administrative principles for goal setting, program development, evaluation, and project management. Budget development and management practices. Supervision techniques, including staff training, evaluation, and leadership. Teamwork and leadership principles to ensure effective collaboration. Knowledge of federal, state, and local laws relevant to HR and risk management. Organization and management strategies for policy and program evaluation. Contract administration and management practices. Public personnel administration, including recruitment, employee relations, and compensation. Labor relations, including negotiations and handling grievances. Employee benefits administration. HR program management, including legal, financial, and public relations aspects. Claims management and adjudication procedures. Techniques for representing the City in interactions with agencies and community groups. Awareness of industry trends, literature, and resources relevant to HR operations. Report writing and business correspondence techniques. Safety rules and regulations. Proficiency with modern business tools and communication technologies. Strong grasp of English grammar, composition, and customer service techniques. Abilities: Plan, manage, and oversee Human Resources/Risk Management staff and operations. Develop and implement goals, policies, procedures, and work standards. Prepare and manage large budgets while allocating resources effectively. Provide leadership, supervise staff, and ensure performance and development. Interpret and apply relevant laws, regulations, and policies. Continuously improve operations and procedures. Analyze and resolve complex HR and risk management issues. Maintain confidentiality and handle sensitive personnel matters with diplomacy. Oversee recruitment, benefits, labor relations, and compliance with labor laws. Assess risks and recommend actions to mitigate losses. Represent the City in legal matters, claims hearings, and settlements. Prepare clear reports, policies, and written materials. Research and evaluate new service delivery methods and techniques. Present technical data and information effectively. Conduct research, make recommendations, and prepare staff reports. Represent the City in meetings with agencies, businesses, and community groups. Maintain organized filing and tracking systems. Prioritize and manage deadlines independently. Use relevant software and technology to complete tasks. Communicate clearly and use sound judgment within policy guidelines. Build and maintain positive working relationships. Requires the ability to read, communicate, and use office equipment efficiently. Primarily sedentary, but may involve some standing, walking, and light physical tasks. Must be capable of occasional bending, lifting, and moving objects up to 25 pounds. Work occurs in a controlled environment with moderate noise, and may involve interacting with upset staff or the public while enforcing policies.
