Overview:
We are seeking to hire an Export Control Compliance Team Leader who will lead, manage, and plan for the success of the Oak Ridge National Laboratory (ORNL) Export Control Compliance Team. The Team Leader position requires supporting the ORNL research mission and goals in a compliant manner. This position reports to the Information Security Group Leader and is a part of the Laboratory Protection Division.
Major Duties/Responsibilities:
Assist and support the Information Security Group Leader with leading, managing, and directing the Oak Ridge National Laboratory Export Control Compliance Program.
Support, lead, and foster the Export Control (EC) team in the evaluation and analysis of ORNL functional areas, projects, and programs.
Assist EC team members in setting objectives and evaluate team members' performance.
Review the interpretation of export control jurisdictions, applicable laws and regulations of primary government agencies such as the Department of Commerce, Department of State, Department of Energy, Treasury Department, and the Nuclear Regulatory Commission.
Evaluating technologies, item classification, jurisdiction, end use (application) and end users (recipients) and issue export control determinations.
Collaborate with Principal Investigators (scientists/engineers) to assess technology and provide export control guidance.
Position also includes the submission of licensing requests to the appropriate government agency.
Training ORNL employees in the requirements and processes of export control.
Provide work assignments to the EC team as appropriate and in coordination with the Information Security Group Leader.
This position requires maintaining regulatory registrations and ongoing relationships with United States Government Export Control Agencies, as may be directed by the Information Security Group Leader.

Basic Qualifications:
BS degree in International Relations, Business Law, International Trade, or other relevant degree
Minimum of eight years of related/direct experience in export controls, however more years of similar experience in a compliance related field, engineering, or other technical field as it relates to export control would be considered.
Preferred Qualifications:
Education or experience that includes a technical field such as engineering, chemistry, physics, computational sciences, or other technical areas.
More than eight years direct export compliance experience.
Requires excellent communication skills for analyzing technical material and collaborating with PIs.
Motivated self-starter who is able to work independently and to collaborate with multi-disciplinary teams.
Individual must possess good human relation skills and must be able to negotiate compliance positions with government agencies and research staff.
Special Requirements:
This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
