Essential Functions of the Position

  • Develops and implements all phases of the recruitment process.
  • Drafts recruitment advertisements; posts and/or places ads in the most effective digital recruiting program based on general EMSA needs in coordination with the Chief of Public Affairs.
  • Collaborates with department managers and HR Generalists to identify and draft detailed and accurate job descriptions and hiring criteria.
  • Collaborates with hiring managers and/or other human resource staff during the offer process, identifying and recommending salary ranges, incentives, start dates, and other pertinent details.
  • Assists with the interview process, attending and conducting interview with manager, directors and other stakeholders.
  • Organizes the recruiting, hiring, and training of new team members.
  • Manages the daily workflow of the department.
  • Develops new strategies and programs to attract candidates.
  • Works closely with departmental leaders to share best practices, helps on critical staffing needs and coordinate initiatives.
  • Handles disciplinary actions as needed in department.
  • Organizes job fairs, campus events, and other networking opportunities.
  • Arranges meeting locations, travel, and/or accommodations for applicants and company managers when necessary.
  • Ensures compliance with federal, state, and local employment laws and regulations, and company policies.
  • Identifies and implements efficient and effective recruiting methods and strategies based on the role, industry standards, and the needs of the organization.
  • Performs other job duties as assigned by the Human Resources Director or other members of the senior leadership team.


Job Knowledge, Skills and Abilities
  • Ability to handle multiple tasks simultaneously; skill in working in an environment subject to constant interruptions and quickly changing priorities; ability to prioritize and delegate responsibilities when necessary; effective time-management skills.
  • Ability to create and implement sourcing strategies for recruitment for a variety of roles.
  • Familiarity with laws, regulations, and best practices applicable to hiring and recruitment.
  • Strong ability to effectively communicate with a diverse population; both written and verbal, problem solve, and diplomatically handle any escalations.
  • Self-driven attitude with ability to meet organizational goals.
  • Proven ability to articulate and champion the key business drivers and ROI of the recruitment process.
  • Previous experience with HRIS Systems.
  • Proven ability to build and maintain strong relationships with internal and external customers.
  • Ability to focus on strategy, benchmarking, performance and KPIs, as well as supporting the recruiting efforts.
  • Knowledge of strategic recruitment, leadership techniques, and resource coordination.
  • Must always maintain a high level of confidentiality.
  • Proficiency with Microsoft Office (Word, Outlook, Excel, and PowerPoint).


Supervisory Responsibilities
  • Direct supervisory responsibilities for recruiting department.
Work Environment
  • Work is performed in an office setting sitting at a desk and traveling.
  • Some exposure to external environmental conditions, such as heat, cold, rain, snow and ice.
  • Must be able to lift up to 50 pounds at a time.
Minimum Qualifications
  • Bachelor's degree in human resources, business or related field or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the
  • A minimum of five years managing all phases of the recruitment and hiring process required.
  • Experience with UKG preferred.
  • Must possess a valid driver's license.
  • Must be 21 years of age.
