Nature Of Work

An employee in this class is responsible for participating in a variety of engineering assignments of more than average difficulty, which may generally include project development, engineering design, construction oversight, permit processing, inspection, or maintenance review of stormwater projects and related activities. Tasks generally require the exercise of a high degree of technical knowledge and ability in applying principles of water resources engineering to improve operational or maintenance functions and implementing or coordinating efforts to assist in proper development, implementation, and completion of major programs and stormwater projects on a city-wide basis. Other tasks may require the employee's basic knowledge of transportation, public utilities, or general civil engineering. Under general direction, employees exercise considerable initiative and independent judgment in selecting work methods and formulating recommendations to meet program needs, objectives, and goals. Work is reviewed through conferences, oral and written reports, and observation of results obtained.

Examples of Duties

Develops and implements strategies and plans to protect the community from flooding, including the planning, design, and maintenance of flood mitigation systems.

Creates hydraulic and hydrologic computer models using industry standard software to simulate stormwater runoff and flow patterns.

Leads efforts to adapt and strengthen stormwater systems against the impacts of climate variability and change, ensuring resilience and sustainability in infrastructure planning and development.

Manages and optimizes the municipality's participation in the Community Rating System by implementing best practices in floodplain management, resulting in reduced insurance premiums for residents.

Identifies, applies for, and manages grants related to stormwater and flood management projects, ensuring alignment with municipal goals and maximization of funding opportunities.

Ensures all projects adhere to the Stormwater Technical Standards Manual and regulatory requirements. Prepares and oversees permit applications and compliance documents for stormwater projects.

Leads the planning, development, and management of stormwater projects from conception through completion, ensuring projects meet technical and environmental standards.

Manages relationships with consultants and coordinates with other municipal departments to align stormwater management strategies with broader city planning initiatives.

Regularly engages with the public, stakeholders, and regulatory bodies to communicate project impacts, gather feedback, and adjust plans to community needs and expectations.

Directs or participates in preparation of rules, regulations and ordinances.

Participates in studies and analysis of stormwater operational or maintenance issues including review of site conditions, reference documents, applicable regulations, GIS and other available data resources, and written reports and performs field investigations, hydraulic and hydrological calculations, or modeling to develop alternative stormwater engineering solutions.

Assists with and coordinates the work of professional services including surveying, geotechnical investigation, arboricultural, public outreach, and other required services.

Reviews as-built surveys and record drawings to facilitate maintenance of drainage system asset records.

Manages consultant services following standard Division procedures for project development and implementation. Reviews and negotiates consultant services agreements. Reviews, provides comment, and directs consultants on development of construction documents to confirm alignment with project goals, technical standards, and applicable regulations.

Reviews engineering designs submitted for permitting of private work, provides comment, and approves designs in compliance with technical standards and applicable regulations.

Assists with public outreach to keep stakeholders informed of nature and project goals, benefits, schedules, applicable rules, regulations and constraints and other information of interest.

Trains professional, sub-professional, technical, and clerical personnel; completes studies, updates files, prepares plans and reports; makes recommendations with respect to future projects and

preventative maintenance programs, as required.

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: principles and practices of water resource engineering including fluid mechanics hydraulics, and hydrology; federal, state, and local government rules, regulations, technical standards, and/or ordinances; water quality improvement technology and alternative BMPs; engineering industry developments related to water resources engineering.

Ability to: plan, analyze, and design solutions to stormwater engineering issues for major and minor projects; read and interpret engineering plans and specifications; analyze engineering data and draw sound conclusions; prepare and submit detailed, clear and concise reports, both in writing and orally; train others in water resources engineering and city processes and procedures, as well as establish and maintain effective working relationships with employees, officials and the general public.

Physical Requirements

Mostly sedentary, indoors, occasional outdoors and lifting, requires frequent use of computer, typing and viewing a monitor.

Minimum Qualifications

Graduation from an ABET accredited college or university with a bachelor's degree in engineering, generally related to the area of assignment, and three (3) years of post-degree engineering experience in stormwater engineering design with possession of a Professional Engineer license;
or

If in possession of Fundamentals of Engineering (FE) designation, five (5) years of post-degree stormwater engineering design experience. Significant independent project completion experience required.

Licenses or Certifications

Possession of a valid driver's license

Possession of a Professional Engineer license or Fundamentals of Engineering (FE) designation Departmental required

Employees must meet established level III criterion for the current job skills matrix.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
