Managing engineering consultants under contract with the Authority for completion of assigned capital improvement and maintenance projects; prepare scopes of work and draft/final agreements for services; review proposals and reports; review and critique technical aspects of design; accept/reject technical submittals; review permit applications; validate and approve payment invoices; document project developments and changes; coordinate project activities with other divisions and/or work sections as necessary.
Managing construction contracts for assigned capital improvement and maintenance projects; assist Engineering Coordinator and engineering consultants in preparation of contract documents, bidding and analysis of bids received; assist with approval and execution of construction contracts; attend pre-bid, preconstruction and progress meetings; coordinate with Project Manager to conduct periodic site inspections; review and approve proposed change orders and partial pay requests; conduct final inspections and recommend final acceptance of all work.
Supports the Development Services Supervisor and staff in review of design documents and oversight of construction activity for system expansion projects prepared by third party developers and their consultants, to ensure compliance with the Authority's Manual of Standards, Specifications and Details (MSSD) and the Utility Ordinance.
Assist the Chief of Engineering in developing long and short-term capital improvement plans, including identification of scopes of work, schedules, and estimated project costs; recommending revisions/updates to the current MSSD; preparing and maintaining engineering files and records.
Assist the Chief of Engineering in development of Department's annual budget and capital improvement program; provide technical support in the preparation and submission of grant applications, and monitors same for compliance.
In case of a disaster, either natural or man-made, as a condition of employment employee will be called upon to serve ONWASA customers. Service to customers during a disaster may result in the assignment of other duties, which will take precedence over duties described in this class description.
Performs related tasks as required.
Bachelor's degree with coursework in civil engineering, environmental engineering, or related field and at least five (5) years experience in public works project design and construction, with an emphasis on water and wastewater conveyance and treatment systems, some experience in direct supervision of technical personnel (project managers, construction inspectors). Knowledge of Design Build project delivery process is preferable.
Possession of or ability to obtain Registration as a Professional Engineer in the State of North Carolina within six months of employment.
Equivalent combination of experience and education will be considered.
Must meet the minimum driving standards set by ONWASA and have possession of a valid driver's license in the State of North Carolina. Background and driving record check, and pre-employment drug screening in accordance with ONWASA's Drug-Free Workplace policy required. ONWASA's Drug-Free Workplace policy establishes a zero tolerance.
