Key Responsibilities- Supervise the design and preparation of plans, specifications, and engineering cost estimates for construction, operation, and maintenance of municipal projects.
- Review plans for building code violations and ensure compliance with City regulations.
- Apply engineering and management principles to resolve conflicts and ensure compliance with City regulations.
- Develop and review design standards and specifications for City construction projects.
- Inspect and review commercial construction practices to ensure compliance with standards and specifications.
- Coordinate work activity with other agencies, divisions, and departments.
- Prepare construction contract documents for bidding, including cost estimates.
- Perform professional engineering calculations.
- Prepare correspondence and work status reports concerning construction projects.
- Serve as a consultant during project construction phases, including establishing program technical criteria, reviewing project shop drawings, and evaluating contract bid proposals.
- May plan, organize, assign, and review the work of subordinate level employees.
- An eight-year combination of education, training, and experience directly related to the field of civil, electrical, electronic, mechanical, or related fields of engineering.
- Must be a Registered Professional Engineer in the State of Florida or, if registered as a Professional Engineer in another state, must secure Florida registration within one (1) year of appointment.
- A valid driver's license is required prior to appointment and must be maintained during employment in this class.
- Must qualify for prior to appointment, obtain and maintain during employment, a City of Jacksonville Public Driver Certification.
- Knowledge of the theories, principles, and practices of engineering.
- Knowledge of field testing, sampling, and investigative techniques and procedures.
- Knowledge of City ordinances, rules, and regulations and applicable building codes and design standards.
- Knowledge of City, County, maps, streets, sections, and zoning overlays.
- Ability to plan, direct, and control engineering work.
- Ability to comprehend and apply engineering, scientific, and technical principles and methods to plan, formulate, and carry out programs and policies.
- Ability to perform engineering calculations.
- Ability to read, understand, interpret, and apply laws, rules, regulations, ordinances, and technical manuals.
- Ability to communicate effectively both verbally and in writing.
- Ability to make presentations.
- Ability to operate a computer utilizing word processing, spreadsheet, and database applications.
- Ability to operate a motor vehicle.
