Plant Results & Compliance Specialist
(Central Generation Department)

JOB SUMMARY & MINIMUM QUALIFICATIONS:
The purpose of this position is to assist the Plant Results & Compliance Coordinator in the water treatment and environmental programs at PowerSouth's Central Generation facilities. These include pre-treatment, water treatment, and wastewater treatment. This position is responsible for protecting the boilers, condensers and turbines from scale, corrosion, and erosion in order to avoid the major financial impact of replacement or repair. In addition, the position provides plant performance tracking and analysis to maximize plant efficiency. The position supports in the administration and implementation of various environmental programs such as Title V air emissions, NPDES, RCRA, and SPCC to ensure environmental compliance of the plant. The position also supports the Chief Dam Safety Engineer in implementation of FERC mandated hydroelectric programs such as the Emergency Action Plan and Public Recreation Plan for Gantt and Point A lakes. This position requires a Bachelor's degree in Environmental Science, Chemistry, Biology, or closely related area. Two (2) years of equivalent work experience resulting in technical proficiency in laboratory analysis, environmental compliance, industrial water treatment and wastewater treatment is desired. Incumbent must have the ability to achieve and maintain forklift operator certification, and computer skills in Microsoft Excel are required.
JOB RESPONSIBILITIES:
Perform analysis on boiler water, feedwater, condensate, demineralized makeup water, cooling water and wastewater. Performs calibration and maintenance on on-line laboratory instruments such as O2, conductivity, sodium, silica and pH meters. Maintains chemical inventory and laboratory budget for the lab analysis, boiler, and cooling water chemicals. Maintains proper daily chemical dosages for the boiler, condensate, and feedwater systems for all units. Makes decisions and recommendations based on analytical data to optimize plant efficiency and reliability. During upset conditions, responsible for authorizing unit shutdown to prevent damage to the boiler and turbine. Assist water consultant with yearly inspections of the boiler, feedwater, condensate, and cooling water systems. Maintains thorough and orderly documentation of test data using Microsoft Excel in order to determine trends of results and verification procedures.
Performs lab procedures and lab calibration procedures for water chemistry testing, water treatment and quality assurance programs to ensure the accuracy of laboratory results. Assists in the performance of the plant performance tracking, calculations and analysis and assists with recommendations to make changes to chemical treatment required to improve equipment protection and reduce chemical costs.
Checks and maintains each chemical and water treatment system daily to ensure effective service from that system. This task must be done seven (7) days per week. Maintains a sufficient supply of high quality clarified and demineralized water. Maintains the reverse osmosis system, EDI system, and ion exchange resin system by replacing filters and membranes as well as chemically cleaning or regenerating as needed. Directs and assists plant operations and maintenance in the upkeep of equipment to ensure reliability of these critical systems. Checks and calibrates water treatment equipment to ensure quality water is available. During outages, responsible for inspection and cleaning of water treatment equipment. Maintains adequate supply of required chemicals to ensure reliable operation.
Ensure Continuous Emissions Monitoring Systems (CEMS) and Selective Catalytic Reduction Systems (SCR) are operating properly and the plant is within compliance with the EPA required plant Title V operating permit; perform daily, weekly, or quarterly calibrations and QA/QC checks on CEMS to ensure effective service of each system. Also prepares quarterly environmental reports for distribution to state and federal agencies to prove compliance. Direct and/or assist plant operations and maintenance personnel to implement changes based on results gathered by the CEMS systems to ensure the SCRs are operated properly and within environmental compliance. Works closely with plant supervision to ensure all equipment required to implement these programs are functioning properly. During upset conditions makes recommendation to achieve compliance or unit shut down if necessary.
Assists the Plant Results & Compliance Coordinator with SCR maintenance, catalyst sampling and testing, catalyst replacement and other major maintenance projects such as condenser cleaning, condenser inspection, boiler cleanings, oil/water separator cleaning and cooling tower maintenance.
Supports the Plant Results & Compliance Coordinator in administration and implementation of various state and federal environmental programs such as RMP, SPCC, NPDES, RCRA. Performs monthly inspections of tanks, secondary containments, hydroelectric facilities, treatment ponds and maintains an inventory of spill response supplies. This position also provides direction and assistance to plant operations for compliance, performs required testing, recordkeeping, and distribution of records to corporate Environmental Department for proving compliance.
Supports the Plant Results & Compliance Coordinator and the Chief Dam Safety Engineer in the administration and implementation of various hydroelectric plant plans to comply with Federal Energy Regulatory Commission (FERC) regulations. These include the Emergency Action Plan (EAP) and Public Recreation Plan for Gantt and Point A lakes.
Assists in unloading hazardous and/or dangerous bulk chemicals which include ammonia, acid, caustic, chlorine and various water treatment chemicals. Maintains a safety conscious atmosphere by being aware of potential hazards associated with chemical handling, releases, accident reporting, and proper use of personal protection equipment in the workplace.
Responsible for ensuring the success of PowerSouth by promoting team work, group goals and objectives, proper communication and cooperation within the department, division, throughout the PowerSouth organization and with member systems.
