Salary Range: UN 181 FLSA: Exempt Probationary Period: 12 months Under broad supervision, performs responsible and complex professional and analytical activities in support of the Agency's human resources programs and initiatives in one or more human resources disciplines; performs complex analyses and provides sound, professional recommendations; and performs related duties as assigned. DISTINGUISHING CHARACTERISTICS: A Human Resources Analyst performs journey-level to advanced journey-level professional assignments in one or more human resources disciplines. Incumbents provide professional advice and counsel to Agency management and non-management staff and perform their responsibilities with a significant degree of independence and application of professional experience and judgment, and may provide direction and technical guidance to lower-level staff and interns.

Employees in this class typically report to the Human Resources Officer.

Human Resources Analyst is distinguished from Human Resources Officer in that incumbents in the latter class manage a team of human resources professionals and are responsible for planning, organizing, managing, and participating in the planning, development, implementation, and assessment of human resources programs.

EXAMPLES OF ESSENTIAL FUNCTIONS: The duties listed below are intended only as illustrations of the various types of work that may be performed. Designs, implements, and administers a variety of complex professional and analytical activities for human resources programs and initiatives in compliance with applicable policies, practices, law, and regulations; prepares comprehensive documents, recommendations, and executes decisions within level of authority, to implement, administer, and monitor activities.

Leads, provides work guidance and direction and participates in the work of department members; participates in interviews, selection, scheduling, assigning and monitoring work of other employees for completeness, accuracy and conformance with Agency/departmental standards; provides information, instruction and training on work processes, proper uses of equipment and safe work practices; provides input to supervisor on employee work performance and behaviors; may provide estimates for personnel, equipment and material requirements for areas of assignment; may order work materials and supplies; assists in ensuring a fair and open work environment in accordance with the Agency's commitment to teamwork, mutual trust and respect.

Researches and develops key HR metrics; collects and compiles data from a variety of sources, including human resource information systems (HRIS), management and employee surveys, exit interviews, personnel records, government labor statistics, competitor practices, and other sources.

Analyzes data and statistics for trends and patterns; performs analysis on the effectiveness of human resources programs and initiatives; prepares reports of data results; proactively develops and presents recommendations related to human resources programs and initiatives.

Prepares and maintains a variety of reports, records, and analyses; attends meetings; serves on various task forces, committees, and teams for a variety of purposes.

Develops, coordinates, and presents human resources related training and presentations to management and non-management staff; monitors, evaluates, and updates all professional technical training for the Agency in areas of assignment.

Represents the Agency in a wide variety of external interactions; may serves as an Agency liaison with member agencies, institutions, and organizations in areas of assignment; speaks and presents in meetings and in public forums; plans, develops and coordinates programs with member agencies, institutions, and organizations; answers questions and provides information to individuals and groups in areas of assignment.

Participates on project teams that analyze human resources programs for efficiency; creates project plans and tracking metrics; assists in selecting and forming project teams; facilitates and implements solutions within the department and externally on multi-department projects.

Participates in the development of Board Letters and Presentations for resolutions, program contracts, and various annual reports and performance matrices in areas of assignment.

Participates in the development of requests for proposals, contracts, and agreements for human resources professional contractors, consultants, and vendor services; participates in the evaluation and selection process; coordinates department review of vendor deliverables and delivery of services for accuracy and completeness, ensuring that department needs, and requirements have been met in areas of assignment.

Interprets and explains policies, procedures, and regulations to management, non-management staff, and the public; analyzes trends, proposed legislation, and regulations for impacts on Agency human resources programs and policies and makes recommendations for any required changes.

Assists in the labor relations process; collects and analyzes data for use in formulating negotiations proposals; reviews and updates Agency policies, procedures, MOUs, and personnel manuals.

Assists in the development and implementation of the goals, objectives, policies, and priorities for each assigned area of responsibility; directs, develops and participates in the preparation of programs, projects and reports relating to current and long-range goals of the Department and the Agency.

QUALIFICATION GUIDELINES: EDUCATION, TRAINING AND EXPERIENCE:
Graduation from an accredited four-year college or university with a major in human resources, business administration, public administration, psychology, or a closely related field, and at least four years of progressively responsible experience in human resources management; or an equivalent combination of education, training, and experience. Experience in a public agency is preferred.

LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS:
A valid California Class C driver's license and the ability to maintain insurability under the Agency's vehicle insurance program. Professional HR Certification (SHRM-CP, SHRM-SCP, PHR, SPHR) is preferred.

KNOWLEDGE OF:
Theory, principles, practices, and techniques of public human resources management.

Employee/labor relations principles and practices, including contract administration.

Agency Personnel Manuals Memorandum's of Understanding provisions regarding areas of assignment. Applicable federal, state, and local laws, regulations, and Agency policy and practice.
