Bachelor's degree from an accredited college or university in accounting, finance, or business administration to include fifteen (15) credit hours in accounting with a passing grade of a 'C' or better;

and

Six (6) years of accounting experience in analyzing and reconciling chart field accounts, which must include at least four (4) years in governmental accounting, grant management or budget analysis;

and

To include

three (3) years of supervisory experience.

Certified Public Accountant (CPA) or Certified Government Financial Manager (CGFM) preferred.

ADDITIONAL REQUIREMENTS: Possession of a valid New Mexico Driver's License, or the ability to obtain by date of hire. Possession of a City Operator's Permit (COP) within six (6) months from date of hire. Principles of supervision, training and performance evaluation Accounting principles, municipal accounting, grant accounting and fixed asset accounting Operations, services and activities of financial management programs Methods and techniques of governmental accounting, statistics, and financial analysis Principles and practices of GAAP, GASB and FASB Principles and practices of fiscal record keeping and reporting Principles and techniques of general, grant and fund accounting Principles and procedures related to budgetary preparation, controls and development Methods and techniques of research, analysis and report preparation Principles and practices of accounting and auditing Methods and techniques of budget forecasting Pertinent Federal, State, and local laws, codes, and regulations Plan, organize, direct, supervise, and review the work of lower level staff Select, supervise, train, and evaluate staff Explain accounting concepts, grant guidelines, and standards to financial and non-financial personnel Work with PC based spreadsheets, word processing and database applications Work on several major projects simultaneously with short deadlines Work independently in the absence of supervision Communicate clearly and concisely Prepare clear and concise financial and administrative reports Analyze financial problems and recommend solutions Exercise good judgment and make sound decisions Work cooperatively, diplomatically and tactfully on highly sensitive issues with management Interpret and apply laws, regulations, policies and procedures for Department, City Federal, and State Provide and implement financial management for the Department of Family and Community Services Perform complex accounting and financial functions Provide financial support to the administration of Federal and State Grant monies Analyze various accounting transactions Extract and manipulate data used in analysis Perform the essential functions of the job with or without reasonable accommodation Establish and maintain effective working relationships with those contacted in the course of work
