Overview:

The Director of Clinical Operations for congregate care will oversee the clinical operations within YOU, Inc.s residential services component. To this end, the Director will ensure the successful clinical and milieu operations of one or more EEC-licensed residential facilities. Residential programs operate 24-hour/day, 7-days a week, and as such the Director has responsibility to respond to critical programming needs at any hour. Together with the Director of Residential Operations, The Director of Clinical Operations will be responsible for the clinical, financial, regulatory, personnel, community relations, technological, and facility needs of running the residential program(s). The Director will report to the Vice President of Congregate Care and will work in collaboration with the Medical Director, the Senior Director for Quality Management, the Compliance Director, and the Senior Leadership of the agency.

Responsibilities:

Provide successful strategic leadership for the residential program(s) and position the site/s to be at the forefront of providing clinical services. Programmatic success is defined as operating a clinically informed 24-hour/7-day-per-week milieu, providing the highest quality clinical care, meeting the budgeted financial expectations, and ensuring that all compliance standards are met. Examine, evaluate, and adjust program implementation to ensure that agency mission, vision, strategic goals and expected outcomes are met.
With the support of either Directors and/or Program Managers, oversee day-to-day operations of the residential program(s) to ensure that the highest quality clinical care is provided and documented in keeping with best practice standards, regulatory standards and agency standards. Monitor issues of risk and/or potential risk, and report issues of immediate concern to the VP.
Directly supervise up to five (5) program clinicians providing direct supervision and direction of clinical and programmatic delivery per regulations and contract requirements.
Monitor all data and reports related to census, documentation, licensure, programming, staffing, incidents, insurance eligibility & authorizations, facility, quality management, and other information as relevant.
Oversee the residential services such that all program specifications are met and/or oversee the residential care such that all policies and procedures of the agencys licensed program(s) are met. Ensure that all contract obligations, training, quality assurance, licensure, compliance and fiscal standards are met and maintained.
Oversee personnel management including the hiring, training, supervising, evaluation, support, and performance management of staff and interns to be able to fulfill essential functions, develop professionally and provide excellent service delivery. Uphold the agency value and commitment to diversity and inclusion in staffing. Provide direct supervision to staff at the site as appropriate to credentialing, licensure, and programmatic expertise and as required by regulatory entities.
In conjunction with the VP, develop a budget/s for the program. Monitor budgets regularly and ensure that all fiscal and census expectations are met or exceeded.
Compose oneself with professionalism, ethical practice, and compassionate regard for consumers/clients. To this end, the Director should demonstrate competency, reliability, honesty, integrity, respectfulness, continued learning, positivity, mutual support, effective collaboration, active listening, and attention to the responsibilities of the job. The Director should dress neatly, professionally, and appropriately to the situation. The Director should communicate orally with etiquette, honesty, respectfulness and composure; written communication should demonstrate excellence and be in keeping with the policies and procedures of the agency.
Through the role of Director, model a supervision philosophy and clinical practice that:
o Promotes client-centered care that adheres to best practice standards and recognizes client voice and client choice,
o Recognizes the multiple perspectives of clients and their caregiving system,

Additional Responsibilities

Serve on inter-agency or external committees, as needed.
Represent the agency at community events, as appropriate.
May provide occasional trainings inside or outside the agency as needed, within the scope of expertise.
Provide direct clinical services and/or shift work as needed and/or as appropriate.
Serve as part of the on-call/after-hours rotation.
Other duties as needed.

Qualifications:

Demonstrated strong knowledge of child/youth and family clinical care, as well as mental health, educational, developmental care, child welfare, and juvenile justice systems.
Proof of a valid drivers license, acceptable driving record, and personal transportation to fulfill essential job functions is required. Privately owned vehicle has current and valid state registration and safety inspection sticker, is safe, and is ensured according to the minimum state requirements (pertaining to bodily injury and liability). As per Massachusetts state law, driving under the influence of any substance is against the law, prohibited, and may be grounds for immediate termination.
Demonstrated ability to exercise discretion, confidentiality, collaboration, and independent judgment.
Demonstrated ability to be innovative, creative, analytical and decisive in problem solving. Excellent oral and written communication skills. Demonstrated administrative and organizational capabilities. Ability to work effectively with others.
Knowledgeable of level of care, program specifications, regulatory requirements, licensing requirements, credentialing requirements, HIPAA, and other laws related to clinical care.
High level of knowledge and competency with direct psychotherapeutic clinical care, including risk assessment, safety planning, general comprehensive assessment, treatment planning, service delivery, discharge planning. Ability to ensure that clinical care meets medical necessity and that service delivery meets all compliance standards.
Ability to supervise, train, and manage staff in a variety of roles.

Education and Experience:
Masters or Doctoral Degree in Psychology, Social Work, Mental Health Counseling, or related field required.
Independent Licensure in the Commonwealth of Massachusetts as an LICSW, LCSW, LMHC, LMFT or licensed psychologist, required and/or in progress.
Minimum of 5 years clinical and supervisory experience in behavioral health setting (Residential, Outpatient and/or CBHI/Home-based service delivery), preferably working with child, adolescent, and family services.
Active CANS certification required.
Minimum of 2 years of management experience, including but not limited to budget management, programmatic development, and personnel management.
Familiarity with Electronic Health/Billing Record.
Bilingual (Spanish/English) capabilities preferred.
