FAMILY SERVICE MANAGER

Salary Range:$15-25 per hour

This is an administrative position requiring developing, implementing and supervising the family services activities and staff . Employee will coordinate program strategies that support the implementation of the Head Start Performance Standards and the Head Start Act.

DESIRED QUALIFICATIONS

ESSENTIAL JOB DUTIES:
  1. Plans, formulates and carries out goals, policies and activities designed to implement family services and parent engagement objectives and all components of the Home Based option; ensuring that all performance standards.
  2. Updates the Family and Community Partnerships; Eligibility, Recruitment, Selection, Enrollment and Attendance (ERSEA) in conjunction with Policy Council and Board of Education.
  3. Plans and implements the family partnership program and processes and advises and assists with planned parent engagement activities.
  4. Meets regularly with the management team to coordinate efforts to implement performance standards and assure comprehensive services for enrolled families.
  5. Develops and implements a plan and system of continuous monitoring and evaluation and evaluation of social services and parent engagement activities.
  6. Establishes and maintains a current record-keeping system with adequate provisions for confidentiality.
  7. Establishes and maintains a system for tracking information shared with parents and education activities.
  8. Updates and utilizes a system for ordering appropriate resources to be used in parent education.
  9. Monitors ERSEA and Family Community Partnership section of Children's files monthly.
  10. Plans and develops a communication system among family service staff and parents to include the design and development of a monthly program newsletter reporting on family service activities.
  11. Supervise and directs job duties and activities of the Family Service Workers in providing direct services to families by making necessary referrals, and carrying out monthly parent committee meetings and planned activities.
  12. Coordinate with the Family Service Workers in developing /updating the Community Resource Directory.
  13. Assists in writing performance evaluations; issues regarding counseling forms/disciplinary actions; handles employee complaints and grievances; recommends the hiring, termination of staff
  14. Monitors the process of updating the Family & Community Partnership plans.
  15. Participates in conducting and analyzing the assessment of community needs.
  16. Reviews and evaluates family files to ensure compliance with performance standards and regulations.
  17. Monitors and ensures that family service component goals and objectives are achieved throughout the program service areas.
  18. Prepares reports; establishes and maintains a current record keeping system.
  19. Monitors calendar of parent activities, projects, and meetings to ensure compliance.
  20. Assists in orienting and training parents prior to their assignments; defines specific tasks to be performed by parents.
  21. Coordinate and participate in home visits when necessary to provide guidance and support to Family Service and Home Based staff.
  22. Apply knowledge of health, mental health, disabilities, and child development in order to ensure holistic service delivery.
  23. Monitors the completion of the Family Partnership agreements on each family enrolled within the first 45 days of entry in the program to develop short-term and long-term goals for the family and updates as the need arises.
  24. Ensure program maintains full enrollment. Monitor enrollment, attendance/participation. Participate in the intake process.
  25. Ensure Home Visitors maintain accurate, up to date records of home visits, child progress, parent contact, parent goals, lesson plans, and submission of weekly and monthly reports. Ensure all child/family files are up to date and accurate.
  26. Provide leadership and coaching to assist Home Visitors in meeting child, family, and program goals.
SKILLS AND ABILITIES
  1. Knowledge of the economic, social, cultural needs and differences of the target population and how to incorporate diversity within the population of the program.
  2. Knowledge of community social service programs.
  3. Ability to supervise and train staff.
  4. Ability to establish and maintain effective working relationships with parents and staff.
  5. Ability to communicate effectively orally and in writing.
  6. Ability to maintain detailed records on a computer system.
  7. Experience in assisting and advocating for children and families.

Terms of Employment: Full Time ( 230 days)

Evaluation of Performance will be evaluated annually by the Director.
