King County Metro Transit's Capital Division is seeking two highly motivated, detail-oriented engineers (Engineer III) to join Metro’s Transit Speed and Reliability Team . These positions will serve as subject matter experts and lead capital planning projects related to transportation engineering solutions and traffic operations analysis. The roles are part of a team of transportation engineers and will receive guidance from a program lead. We are looking for results-driven individuals who can work collaboratively with others across the organization and excel in a team environment. Project management skills and experience are a plus. This role will involve project management for small to medium sized projects related to Transit Signal Priority (TSP), spot Improvements, corridor improvements, and trolley expansion and modification. Additionally, these roles will represent Metro in projects led by other jurisdictions to enhance existing or future bus operations. About Metro’s Transit Speed and Reliability Team: The Transit Speed and Reliability team, in the Capital Planning section of Metro’s Capital Division, operates in a high-paced work environment. This team of transportation engineers and planners excels in project management, traffic operations engineering, traffic modeling and simulation, transit planning, and capital planning. We collaborate with local jurisdictions on implementation of transit preferential treatments along transit corridors, at spot locations, around transit hubs, and to improve Metro’s quality of service. The team has authored Metro’s Transit Speed & Reliability Guidelines & Strategies and uses this document as a playbook for getting these types of projects built. The team also sets policy related to Metro’s transit signal priority (TSP) program and negotiates TSP timings and strategies with local jurisdictions. The team advocates for transit priority treatments on capital projects led by other agencies and provides consultation to other Metro units/sections on transportation/traffic engineering solutions. In addition, the team conducts near- and mid-term capital planning activities for projects related to the expansion and modification of Metro’s trolley bus network. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work. The eligibility pool will be retained for 12 months from the date of posting and may be used at the discretion of the hiring authority. As a Transportation Engineer III you will: Lead and/or collaborate with interdisciplinary team and/or interagency team in technical matters pertaining to transit corridor planning, conceptual plan development, transportation engineering solutions, and trolley expansion/modification planning. Manage small to large scale projects related to Transit Signal Priority (TSP), spot Improvements, corridor improvements, and trolley expansion/modification while interacting with others with a variety of backgrounds and disciplines (both within and external to Metro). Conduct or review traffic analysis, travel time studies, intersection queuing analyses and level-of-service calculations using traffic simulation and travel demand modeling software consistent with accepted transportation engineering practice. Use analysis results to lead the development of transit preferential improvements and low-cost operational improvements. Develop TSP strategies/timings, negotiate them with the local jurisdictions, and participate in the implementation of TSP timings. Serve as the Speed & Reliability subject matter expert for new RapidRide projects and RapidRide enhancement projects. Conduct field observations, identify problems, develop improvement options for further analysis. Plan, develop, negotiate, and administer formal agreements with local agencies, as required for the delivery of projects. Carry out complex or novel assignments requiring diversified knowledge of multimodal transportation engineering and/or planning principles and practices in broad areas of assignments. Act as a project manager in working with consultants. Develop a scope of work for analysis, review and negotiate consultant work orders and deliverables. Gather technical information for preparing grant applications seeking capital funding. Actively engage in traffic engineering communities and participate in ongoing professional development to enhance technical skills. Apply advanced transportation engineering and analysis techniques and the modification and extension ofcurrent theories, principles and practices. Write reports and make presentations for different audiences such as Metro management, Executive staff, and community groups. Establish and maintain effective working relationships with department staff, management, vendors, and staff from cities who partner with King County. Perform other related duties as assigned. Minimum qualifications: A Bachelor of Science degree in civil engineering, electrical engineering, or equivalent degree with focus on transportation. A minimum of 5 years experience in transportation engineering or a related field. Familiarity with transportation planning and traffic engineering techniques, principles, practices and issues. Demonstrated skills in planning, facilitation, decision-making, analysis and reporting of transportation data, the ability to apply analytical skills, and ability to make independent decisions. Demonstrated skill in project management techniques and principles, including leading a multi-disciplinary project team. Ability to handle multiple projects simultaneously. Knowledge of MUTCD, HCM, NTCIP, ITS standards and traffic engineering practices, codes and regulations. Demonstrated hands-on analytical capabilities and sound engineering judgment. Excellent oral and written communication skills, with an ability to adapt communication style to fit the audience (which could range from City transportation/traffic engineers to community members). Ability to handle politically sensitive issues. Desired qualifications: Professional experience related to one or more of the following kinds of improvements: development of coordinated signal timings; signal modification and intersection reconfiguration, corridor re-channelization, parking impact studies, transit priority treatments including transit signal priority, traffic signal controller upgrades, and ITS system design. Familiarity with transit operations, service planning, and scheduling fundamentals. Experience in developing signal timing using Synchro and/or VISSIM. Experience in roadway geometric design and/or construction. Experience with the specific traffic signal systems used within King County, including Yunex, Econolite, and Q-Free signal systems. Engineering in Training (EIT) or Professional Engineering (PE) license. Actively involved in transportation/traffic engineering professional affiliations (e.g. Institute of Transportation Engineers).
