JOB SUMMARY:

The ARCC Human Resources Director (HRD) serves as a member of the Command management team by providing strategic HR leadership and consultation to all officers and line managers in: recruitment and selection, compensation and benefits, employee relations, litigation claims and people-related matters impacting the organization, so that the goals and objectives are achieved with in the Command.

ESSENTIAL JOB DUTIES:

Oversee employment related compliance throughout the Command, in accordance with Salvation Army policy and procedures, and individual state labor law requirements. This position will serve nineteen (19) Adult Rehabilitation Centers (ARC), ARC Command, and Contact Center along with processing requests from the Command Finance Council and coordinate with THQ as a liaison to the Command. The HRD will work closely with onsite field HR representatives and management to ensure coordination of the daily functions of HR including, but not limited to benefits, payroll and risk management, ensuring that projects and activities are completed in a professional, efficient and strictly confidential manner. Some travel will be required.

  1. Understand all Salvation Army policies and procedures, and pertinent laws and regulations (US Dept of Labor, CAL/OSHA, ADA, Dept. of Fair Employment and Housing, OFCCP etc.).
  2. Oversee that ARC's within the Command are in compliance with Salvation Army policies and procedures, as well as labor law requirements.
  3. Respond efficiently and professionally to questions from ARC's on a variety of HR, personnel, benefits, payroll and risk management issues and policies.
  4. Provide direct supervision to ARCC HR Generalists to ensure they fully support their assigned locations. Make sure adequate support is given if they are unable to do so for any reason.
  5. Indirectly supervise duties of the local HR Coordinators to ensure that reports, projects and activities are completed in a professional and efficient manner.
  6. Develop and maintain systems for the HR department and the Division, to ensure the smooth and efficient daily operations.
  7. Provide training to officers and line managers on HR, personnel, benefits, payroll and risk management related matters, including monthly/quarterly TEAM Meetings, conference calls.
  8. Assist ARC's in the handling of escalated HR matters.
  9. Conduct HR audit visits to ARC's.
  10. Manage performance evaluation process for the Command.
  11. Prepare and process HR submissions for the weekly Command Finance Council (CFC)
  12. Develop and update the Division's personnel policy and procedure for the consideration of the ARCC General Secretary and/or the CFC.
  13. Review reports pertaining to personnel, benefits, payroll and risk management.
  14. Oversee the content of the HR folder in TEAMS HR Folder ensuring that the personnel materials and information remain current and easy to reference.
  15. Oversee UKG payroll related matters and ensure that employee data in the UKG program is current.
  16. Oversee workers compensation program to include the Injury Illness Prevention Program (IIPP)
  17. Oversee the Employee Benefits Program.
  18. Oversee the Employee Appreciation Program.
  19. Participate in the weekly CBRRC meetings
  20. Be trained in the Salvation Army's Protecting the Mission (PTM) program and serve as a PTM Consultant.
  21. Ensure the ARC Command's current and former personnel files are maintained in an orderly manner, and in compliance with the requirements of TSA's internal and external auditors.
  22. Ensure the confidentiality of employee information is maintained within the department as well as in the corps/units.
  23. Communicate with THQ departments (HR, risk management and legal) on department matters, as needed.
  24. Process retirement applications for ARCC employees.
  25. Assist the finance department with information concerning personnel costs for the ARCC budget.
  26. Process and resolve billing issues, i.e. AFLAC, medical invoices, background invoices
  27. Any other duties as assigned.


QUALIFICATIONS:

  • Bachelor's Degree in Human Resources or closely related field required.
  • At least 10 years experience in Human Resources, with a minimum of 5 years of management experience as a department head, or any equivalent combination of experience or education that provides the knowledge and abilities necessary to perform the work.
  • At least 5 years' experience managing HR operations within a multi-site / remote environment of 10+ locations
  • Must have a working knowledge of multi-state labor laws, workers' compensation, health and welfare plans, salary administration and employee benefits. Society of Human Resources Management (SHRM-CP / SHRM-SCP) of Professional in Human Resources (PHR / SPHR) certification, strongly preferred.
  • Willing to have continued training in the HR field.
  • Management and leadership experience.
  • HR experience in a retail environment preferred
  • Able to present him/herself in a poised and professional manner.
  • Able to operate effectively in ambiguous situations.
  • Diplomatic; able to provide constructive, unbiased feedback to staff at all levels.
  • Possess a high level of verbal and written communication and interpersonal skills.
  • High level of independence and initiative while working effectively as part of the team.
  • Excellent organizational skills; detail oriented, accurate and precise.
  • Knowledge of Salvation Army practices and organized desirable.
  • Working knowledge of Microsoft Office software (including Excel, Word and Publisher).
  • UKG payroll experience preferable.
  • MS TEAMS working knowledge preferred
  • Personal qualities sought would include evidence of: problem-solving skills, independent follow-through, assertiveness, empathy, tact and the capacity to work confidentially and under pressure.
  • Valid CA Driver's License required.
PHYSICAL REQUIREMENTS:
  • Ability to sit, walk, stand, bend, squat, climb, kneel, and twist on an intermittent or sometimes continuous basis
