General Description

Tyonek Native Corporation (Tyonek) is an 8(a) Native American Corporation formed under the Alaska Native Claims Settlement Act of 1971 (ANCSA). Tyonek Services Group, Inc. (TSG), a subsidiary of Tyonek, is seeking a Director of Contracts. The Director of Contracts is a key management position and is responsible for directing all contracting functions of the company in accordance with company policies, FAR, and DFAR regulations. This position will be housed in our Madison, AL location, but eligible for hybrid work schedule.

Duties
  • Serve as principal advisor on contract-related matters to the TSG management team.
  • Develop and maintain firsthand, expert knowledge and understanding of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulations (DFAR) Supplement, DoD and IC supplements and other U.S. and international acquisition regulations affecting the Company's interests.
  • Supervise, direct, and manage all Contracts Administration-related activities through all phases of the procurement lifecycle, including supporting pricing and proposals, negotiations, maintenance, and closeouts.
  • Responsible for review of proposals for compliance with Government regulations and company best practices. May provide direct input to proposal cost and contract volumes as part of a proposal and capture team.
  • Oversee the negotiation of third-party agreements (NDAs/Teaming Agreements/Consulting Agreements/JV Agreements) and coordinate with senior management or Legal to achieve favorable terms and conditions in accordance with company policy.
  • Monitor contractual performance across a large portfolio of contracts to mitigate performance, cost, and schedule risks.
  • Review contract terms and conditions and provide advice to contract staff, program managers, and leadership regarding intellectual property data rights, deliverable obligations, and strategies to reduce performance risk during program execution.
  • Must have extensive working experience and knowledge of different types of government contracts (I.E. FFP, CPFF, T&M) along with a strong understanding of contract financing (Progress and Performance Billings, etc.) and billing forecast.
  • Interpret and apply FAR/DFAR clauses as applicable to government contracts, Bill of Materials, Statements of Work, Non-Disclosure Agreements, Teaming Agreements, Subcontracts, and DOD requirements.
  • Review contractual documents to ensure they satisfy customer specifications and requirements to adhere to Company policy and all applicable laws and regulations.
  • Research compliance issues, applicable regulations and laws, and formulate recommendations to management.
  • Serve as liaison between the Company and customers to resolve issues and address procurement questions; must have strong customer relations and communication skills.
  • Review performance requirements, delivery schedules, and other contractual obligations to ensure accuracy, completeness, and adherence to bid specifications or contract terms.
  • Support Subcontracts team by interpreting the requirements of government Statement of Work and Prime contract terms and conditions including all flow down requirements.
  • Manage and provide direct supervision over staff in contract activities while effectively working within a team environment.
  • Review of project set-up in Deltek CostPoint.
  • Participate in proposal generation, submission, and contract negotiation.
  • Maintain contract files in accordance with organizational processes and procedures.
  • Lead the creation and streamline of departmental processes, procedures, and workflows.
  • Identify opportunities and assist leading Request for Equitable Adjustment proposals.
  • Some travel may be required.
  • Other duties as assigned.
Education/Experience Requirements
  • Bachelor's degree with 15 years of experience in contracts focused on federal government/military contracting and in-depth knowledge of FAR/DFARS, SCA, DCAA compliance.
  • Contracts experience in a Prime Contractor/OEM role.
  • Master's degree or law degree preferred.
  • Contract Administration certification preferred.
  • Extensive experience interpreting RFP/RFQs and providing input to proposal team.
  • Experience working with DCAA and DCMA auditors.
  • Extensive experience leading Contract Negotiations.
  • Extensive experience developing and negotiating third party agreements.
  • Extensive experience identifying and leading REAs.
  • Deltek CostPoint experience (Sales Order Module, Project Setup, cost tracking, reporting).
  • Strong knowledge of standard concepts, practices, and procedures of all federal government contract types.
  • Comprehensive knowledge of the terms and conditions appropriate for different contract types (FFP, CPFF, CPIF, T&M, IDIQ, etc.) and their proper use.
  • Experience in management and supervision of a contracts team.
  • SharePoint experience required.
  • Experience in or familiarity with ITAR and export licensing laws and regulations.
