Reporting to the Institute for Global Health Sciences (IGHS) Deputy Director but with a secondary direct reporting relationship to the IGHS Executive Director, this role functions as the Director of Finance & Administration (DFA) for IGHS.

The DFA plays a leadership and management role at IGHS, serving on the Director's Executive Team, and leading a collaborative administrative organization, building on and consolidating administrative resources and creating consistent processes to maximize efficiency, reduce risk and provide outstanding administrative and financial services to faculty, staff, and programs of IGHS and its affiliates.

Responsibilities include fiscal oversight and contracts and grants management of $85 million+ annual funding, an additional $5M+ in core operation funding, and $10M+ in gifts and endowments, staff and academic personnel administration, and other general business operations.

The DFA is fiscally responsible for the overall operations of IGHS and works with IGHS managers, academics, and staff on implementation of program initiatives or organizational changes that impact budget, organizational structure, staffing, space, and other infrastructure.

The DFA is responsible for ensuring appropriate personnel actions are reviewed and approved at the campus level and processed in a timely manner at the department level.

The DFA works closely with leadership and partnering with faculty leaders helps lead strategic planning and works to set and implement the strategic direction of IGHS. Given IGHS's position as a control point reporting directly to the Chancellor, the DFA is responsible for ensuring that all financial and strategic plans for IGHS are submitted in a timely manner to the Chancellor's Budget Office. The DFA's area of control includes more than 370 employees, a portfolio of more than $330M in multi-year extramural funding.

As part of the increased programmatic activities in more than a dozen countries, the DFA must work in close conjunction with IGHS programmatic staff, UCSF's central offices, UCOP, and in-country legal experts to ensure adequate levels of monitoring, control, and reporting to minimize risk to UCSF and optimize flexibility and efficiency for our stakeholders working globally. The DFA works closely with the Director of the International Research Services Office (IRSO), the Assistant Controller for Contracts and Grants, and other key campus leaders to help improve campus services to address the needs of UCSF global health researchers.

The DFA must monitor a wide range of activities across multiple departments, other UC campuses, and multiple departments of public health.

The DFA must be aware of all financial and appointment issues for all IGHS faculty.

The DFA is responsible for working with the faculty members on resolving their funding gaps, ensuring the faculty members coordinate with other faculty and departments to ensure correct fund distributions.

In addition to providing options for the faculty members' continued appointment the DFA is responsible for ensuring verification of funding from international funding sources and UC awards, as well as for obtaining approval for funding from multiple departments in the case of a new salary level.

Hybrid role with 3-5 days per week onsite required; M-F, 8 a.m. - 5 p.m.

Department Description

The Institute for Global Health Sciences (IGHS)

is a campus wide interdisciplinary program that reports to the Chancellor. An Organized Research Unit (ORU) and control point that oversees a portfolio $5M in campus core and indirect cost recovery funds, $2.1M in tuition and fees, $11.7 M in gifts and endowment income revenue as well as a portfolio of $330M in multi-year sponsored programs ($80-90M per year in grants and cooperative agreements expenses), two graduate groups that confer Masters and PhD degrees, and an administrative unit that provides communication, financial management, event planning, staffing support, operations, and program development support to faculty members working in global health across the campus.

IGHS' mission is to advance health and reduce health disparities worldwide, with a focus on vulnerable populations. IGHS is continuing to expand its programmatic activities into new regions (Latin America and Asia) and new themes (e.g., transdisciplinary research in infectious disease, maternal and child health, and non-communicable diseases, pandemic preparedness, digital health, climate change, and migrant health). Required Qualifications

10+ years supervisory experience required. 10+ years of progressively responsible experience in financial and budget preparation. Excellent leadership abilities to oversee multiple functions or departments through subordinate managers. Advanced knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll. Excellent skills to work collaboratively and act persuasively in sensitive situations; skills in conflict management techniques. Skills in establishing and implementing customer service standards. Excellent ability to establish metrics for department and employee goals which measure effectiveness of contributions to efficient operations of department.
