About the Position:

This position is located in the Department's Public Health Division's HIV/STI Services.

The Sexually Transmitted Infections (STI) Services include screening, diagnosis, and treatment of STIs, HIV Rapid Testing and linkage to care, and Pre-Exposure Prophylaxis (PrEP) and other prevention interventions. Partner Services are conducted for reportable STIs where contacts of infected patients are confidentially notified and referred for testing and treatment as needed. HIV Services, supported through the federal Ryan White HIV/AIDS Program funds, include the HIV Clinic for medical care and treatment for people living with HIV, medical case management and person-centered support services, oral health services, medical nutrition therapy, mental health and substance abuse counseling, housing services and Housing Opportunities for People with AIDS Program (HOPWA).

The HIV/STI Program Manager II works to plan, direct, monitor and evaluate the technical and programmatic aspects of HIV/STI Services across multiple funding streams to ensure capacity and resources to meet the current and future needs of the programs.

What You'll Be Doing:

  • Lead response to writing grant proposals and annual grant renewals, prepare required data and programmatic reporting, monitor performance measures and grant compliance.
  • Provide oversight in preparation of budget narratives, monitoring of expenditures and contracts, and submission of electronic invoices and reports.
  • Analyze and evaluate program outcomes and lead continuous quality improvement activities.
  • Serve as an integral member of HIV/STI Management Team to conduct ongoing strategic planning and implementation of new ideas, practices, and systems modernization.
  • Supervise Quality Coordinator staff.
  • Perform other job-related duties as assigned.


This position supervises a Program Specialist II position that serves as the Quality Coordinator.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

We are seeking a candidate with thorough five (5) years professional experience in grant writing and management; quality assurance and program evaluation of Public Health Services with at least two (2) years of direct supervisory and/or management experience. Position requires graduation from an accredited college or university with a Bachelor's degree.An equivalent combination of education and experience may be substituted for either the education and/or experience.

PREFERRED CRITERIA:

There are no Preferred Criteria. All applicants will be reviewed by OHR for minimum qualifications. Those applicants who meet minimum qualifications will be rated Qualified, placed on the Eligible List, and may be considered for an interview.

Preference for interviews will be given to applicants with education and experience in the following:
  1. Experience with program evaluation of HIV/STI Program Services.
  2. Proficiency in Microsoft Office Excel and Access.
  3. If chosen for an interview a grant writing sample may be requested.
  4. Experience working collaboratively in a team environment with both internal partners and external agencies and organizations, including Federal and State agencies and non-governmental organizations.
