**Duties**:
As a Supervisory Management and Program Analyst, you will perform the following duties:

- Conduct performance evaluations of Coastal Zone Management (CZM) Programs and National Estuarine Research Reserves System (NERRS) to assess programmatic effectiveness and efficiency. Provide an authoritative source of technical guidance to initiate, identify and monitor actual or potential problem areas that may require executive leadership decisions. Recommend specific courses of action to resolve problems or correct deficient performance areas.
- Provide management and oversight of operations and projects to evaluate accomplishments and effectiveness in achieving objectives to address complex coastal management program or policy issues and challenges and complete required environmental compliance.
- Perform annual and long-range planning, and evaluate program performance against defined goals and objectives, developing specific courses of action to resolve problems or correct deficient performance areas.
- Perform full range of supervisory actions. Organize and assign work, and make changes or adjustments in internal functions to better accomplish mission objectives. Establish performance standards and complete the evaluation process, addressing poor performance as required. Recommend appointments, promotions, or reassignments, hear and resolve grievances, and identify developmental and training needs of employees, providing or arranging for needed development and training, as appropriate.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZA-4 is equivalent to the GS-13/14.

**NOTE**:

- A one year probationary period may be required.
- A one year supervisory probationary period may be required (probationary period can be served concurrently).
- Payment of relocation expenses** is not **authorized.
- This position** is not **in the bargaining unit.

**Qualifications**:
**WITHOUT EDUCATION**

**EDUCATION**: There is no positive education requirement for this position.

**SPECIALIZED EXPERIENCE**:Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

**To qualify at the ZA-4 or GS-13 level**:
**SPECIALIZED EXPERIENCE**: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:

- Evaluating the effectiveness of ocean, estuarine, or coastal programs to identify strengths or recommendations for improvement;
- Implementing ocean, coastal or estuarine laws and policies; and
- Developing program metrics, performance measures or other measures of program progress.

**Education**:
**Substitution of education for specialized experience is not applicable to this vacancy.**

**Additional information**:
Salary for selectee's pay may be set at any point within the pay band except for intervals 4 and 5 (158,861 - 191,900) which is reserved for supervisory performance or for current supervisors within CAPS who already have a salary within intervals 4 and 5.
