**Duties**:
As a Supervisory Management and Program Analyst, you will perform the following duties:

- Direct and facilitate the administrative functions and operations of the office, and serve as advisor to senior leaders on Department of Commerce (DOC)/National Oceanic and Atmospheric Administration (NOAA) activities and objectives bureau-wide. Serve as Cooperative Institute (CI) Program Director for NOAA, providing scientific mission support through grants management.
- Work and communicate with senior NOAA management throughout the organization and at all NOAA CIs and their associated Universities. Build and maintain effective relationships with and among CIs and NOAA customers.
- Lead NOAA offices and partners to develop and implement policy and associated procedures. Interpret complex policy affecting the management of the CI program. Understand, promote, and contribute solutions in support of the enterprise objectives and goals.
- Provide overall direction to the program office and supervision and direction to subordinate staff. Define organizational objectives and standards and evaluate the work performance of subordinates.

**This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.**

**CONDITION OF EMPLOYMENT**:

**Qualifications**:
**EDUCATION**: There is no positive education requirement for this position.

**SPECIALIZED EXPERIENCE**:Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZA-5 or GS-15 level:
**SPECIALIZED EXPERIENCE**: One full year (52 weeks) of specialized experience equivalent to the _ZA-4 or GS-14_ in the Federal service. Specialized experience MUST include all of the following:

- Managing or overseeing administrative and operational functions of an office, including budget formulation and execution;
- Collaborating with partners in the development and implementation of policies and procedures for a program; and
- Providing supervision and guidance to subordinate staff to direct performance of overall operations.

**Education**:
Substitution of education for specialized experience is not applicable to this vacancy.

**Additional information**:
Salary for selectee's pay may be set at any point within the pay band except for intervals 4 and 5, $191,900-$191,900, which is reserved for supervisory performance or for current supervisors within CAPS who already have a salary within intervals 4 and 5.
