Responsible for the recruiting and hiring of personnel for all agency programs and support positions. This role provides information and support services at all stages of the employee life cycle, however, is specialized in the areas of recruitment and and is expected to provide input to discussions surrounding this area. This position will network online and offline with potential candidates to promote the agency, guide managers through the recruitment processes, reduce time-to-hire, and attract the right talent.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Research and develop targeted recruitment strategies and procedures that attract a diverse and qualified applicant pool.

Partner with hiring managers to review, analyze, and clarify job descriptions and gain understanding of the current and anticipated staffing needs which may include developing temporary staffing strategies to cover extended absences or extended openings of key positions.

Maintain the internal and external applicant tracking systems.

Develop appropriate strategies to advertise and promote employment opportunities to generate qualified applicants based on the position being recruited, including:

  • Develop effective job postings and recruitment brochures.
  • Proactively source and recruit candidates using databases and social media platforms.
  • Coordinate with contracted recruiting agencies/vendors as needed and assigned.
  • Develop and maintain effective relationships with prospective employees and assist them with the application process.
  • Coordinate and facilitate hiring events in partnership with the human resource department and collaborating departments..
  • Participate in recruitment events.
  • Develop relationships with local educational institutes for entry-level and intern candidates.
  • Approach potential candidates who may not normally be seeking a new job opportunity to recruit individuals for hard to fill professional positions.

Review submitted applications, assessing the knowledge, skills and abilities of applicants and current employees, for placements in positions. Respond to inquiries from prospective candidates. Prescreen eligible candidates prior to supervisor interviews when needed.

Compile data for human resource leadership to review compensation recommendations based on internal and external equity guidelines.

Extend approved employment offers, secure employment references (through internal or outsourced services) and forward initial new-hire paperwork to candidate for completion.

Coordinate with human resource team members to communicate hand off process of candidate who accepted offer following established procedures for team members to pick up on next steps.

Manage internship request and placements per established procedures. Monitor end of internship experience for possible employment opportunities. Work with CHRO to identify areas of improvement and tracking of internship program.

Complete monthly staffing reports in conjunction with the Onboarding Specialist and HR Assistant. Assist in tracking and monitoring key performance indicators of staffing as identified with the HR leadership team on employee turnover.

Monitors metrics, track recruiting initiatives and shares data with the Assistant HR Director and CHRO for reporting purposes.

Track employee referral process and submit request for payment in a timely manner.

Maintains employee confidence by keeping human resource information confidential.

Requirements

Associates degree in business or related field plus one to two years of experience; or equivalent combination of education and experience. SHRM-CP/SHRM-SCP, PHR/SPHR preferred. SHRM's Talent Acquisition Specialty Credential is a plus.

Salary Description

$20.50-$23.00/hr
