Under direction, performs administrative and professional engineering work in the design and construction of public works projects performed by City staff or by professional consultants. This position performs complex assignments and performs project administration and management for projects of all magnitudes, focusing on mainly large projects including project design, management of construction, and project closeout.

The Civil Engineer II provides work direction to Civil Engineer I, Project Managers, and Engineering Technicians. The Civil Engineer II is responsible for the quality and accuracy of his/her own work and all aspects of the project

Essential Duties and Responsibilities :

  1. Completes preliminary project research and documentation.
    1. Prepares preliminary documents for potential projects for City Commission agenda including an explanation of the project need and feasibility, location, property owner(s) affected, funding sources, cost estimates, plans;
    2. Coordinates with Special Assessment Coordinator on how projects will be assessed; determine assessment district, allocate costs and prepare communications to property owners;
    3. Conducts public meetings to explain project concepts and accept public feedback; considers feedback and incorporates changes when appropriate.
  2. Plans, designs, reviews, and writes specifications for City, State and federally funded projects in compliance with City standards and Federal, State and local regulations.
    1. Prepares preliminary and final designs for projects including determining grades, materials, etc. to ensure cost effectiveness;
    2. Reviews plans and specifications for capital improvement projects including those prepared by consultants or other agencies (such as ND Department of Transportation) to ensure compliance with design requirements and City standards;
    3. Prepares cost estimates;
    4. Conducts plan review meetings;
    5. Writes specifications;
    6. Conducts pre-bid and pre-construction meetings;
    7. Works to resolve conflicts and issues and negotiates with affected parties during the design phase.
  3. Monitors progress of construction projects to ensure conformance with contracts, specifications and schedules.
    1. Conducts regular meetings with contractors, government agencies, and business owners involved in the project;
    2. Monitors and supervises City Inspectors, Surveyors, and consultants on the job;
    3. Works to resolve conflicts and issues and negotiates with affected parties during the construction process;
    4. Maintains project records.
  4. Manages project budgets.
    1. Prepares cost estimates or provides informed input on project costs; analyzes costs, future cost projections and sources of funding in order to develop detailed project estimates;
    2. Monitors project funds and expenditures against plan, making or recommending adjustments as necessary;
    3. Administers change orders;
    4. Develops engineer's estimate of project progress payments on a regular basis, verifies and determines what quantity is to be paid;
    5. Approves and submits or recommends payments that are within the project budget and within the authorized approval limits of the job; submits funding requests from multiple funding sources;
    6. Works with federal auditors during periodic audits of federal projects;
    7. Works to ensure the most cost effective alternatives are identified when planning expenditures.
  5. Serves as a technical resource for others in the department on design issues and City procedures.
    1. Reviews plans for Civil Engineers I and Technicians and answers their questions;
    2. Assists the Assistant City Engineer in updating and maintaining the City Standard Specification Book;
    3. Recommends updates to the City Standard Specification Book by gathering input from contractors, suppliers, and other departments.
  6. Emergency operations - Flood Protection
    1. Manages emergency flood protection operations of a specific sector of the City;
    2. Supervises and coordinates activities of neighborhood technicians;
    3. Interacts with neighborhood flood coordinators in planning and implementing emergency flood protection measures;
    4. Participates in planning needs for flood protection measures;
    5. Participates in neighborhood meetings;
    6. Provides reports of progress or deficiencies and current status of emergency operations within their sector; estimates rate of progress and schedule of needs (type, amount, timeframe, urgency, etc.) for completion of flood protection tasks;
    7. Coordinates protection of critical infrastructure (sanitary sewer, water main, and storm water) in conjunction with other departments; Public Works, Sewer Utility, etc.
  7. May administer a special program such as street rehabilitation, pavement management, or flood plain management.

    3. Schedules work;
    4. Performs other project management functions.
  8. Using independent judgment provides work direction, training, and leadership to Civil Engineer I, Project Managers, Engineering Technicians and Inspectors in the collection of data, the design and preparation of plans, and the development of estimates and reports involved in the construction and maintenance of streets, sewers, etc.
    1. Participates in decisions on matters of hiring, transfer, suspension, lay off, recall, promotion, discharge, assignment, reward, adjusting grievances or disciplining employees under the span of control or;
    2. Conducts ongoing feedback, coaching, mentoring, and collaborates with the responsible supervisor and recommends performance review content for assigned employees;
    3. While performing the same or similar work as employees under the line of authority, serves as a team leader, assigning particular work to their co-workers using informed and independent judgment when making these assignments and ensuring the employees know and follow department and city rules as well as sound work and safety practices; ensures that each employee:
      1. Knows and follows department and City policies as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss;
      2. Wears proper protective equipment when policy requires or conditions indicate a need exists and utilizes proper body mechanics and ergonomics while performing work;
      3. When potentially unsafe conditions are observed makes efforts to avoid or correct them if they are controllable and draws them to the attention of the responsible supervisor or safety representative in a timely manner

    5. Represents the City in negotiations with other agencies, professionals and the public on various projects within limits of authority;
    6. Acts as lead person under direction of the City/Assistant Engineer in negotiating and resolving project problems;
    7. Coordinates projects and activities with those of other divisions, consulting engineers, outside agencies and organizations;
    8. Serves as project representative for the City and interacts with the public, businesses and the media;
    9. Attends and participates in professional group meetings; maintains current knowledge of trends and innovations in the field.

Special Assignment: Storm Sewer Operations

Scope of Responsibility

Under the direction of the Storm Sewer Operations Division Engineer, the position works on projects such as lift stations, storm water ponds, drainage, storm sewers, flood risk reduction, and erosion control projects.

Essential Duties and Responsibilities
  1. Review of site plans produced by others for compliance with Storm Water Management.
    1. Calculates storm water retention system needs based on areas drained and surface characteristics;
    2. Review and update Storm Water Design and Treatment Policy;
    3. Provides the Building Inspections department with the determination of flood protection elevations necessary for new construction based on current policies and best available data;
    4. Issues Elevation Certificates and other FEMA documents with finished construction elevations of structures built in the floodplain and other regulated areas;
    5. Provides floodplain information to general public as requested;
    6. Reviews Floodplain Permits for contractor compliance;
    7. Review FEMA required documents for issuance of Community Acknowledgement forms;
    8. Review storm water modeling submittals for discharge rate control;
    9. Verify water quality standards per the NDDEQ permit are being achieved;
    10. Administer the river setback ordinance requirements.
  2. Assists in development of emergency flood protection plans.
    1. Assists in the management of the Flood Protection Incentive Program;
    2. Maintains awareness of federal, state and local regulations to promote compliance;
    3. Assists in developing department standards and monitors established standards for compliance with applicable codes and regulations;
    4. Serves as a resource to engineers, inspectors, and contractors on federal and state storm water rules, regulations, and mandated programs;
    5. Develops changes to local ordinances to maintain compliance with Federal and State regulations.
  3. Administers FEMA and FHA contracts.
    1. Complete federal requirements for labor and wage compliance, interviews;
    2. Tracking and approval of funds for reimbursement on federal projects;
    3. Assists with project audits and reviews.


The job requires a Bachelor's degree in civil engineering or a closely related field, four or more years of previous experience in civil engineering design and construction project management, and a valid State of North Dakota professional engineer's license; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. A valid driver's license is also required.

Knowledge, skills and abilities include:
  • Knowledge of concepts, theories, principles and practices of civil and structural engineering;
  • Knowledge of proper procedures and requirements in the preparation of designs and contract documents;
  • Knowledge of principles and practices of construction management;
  • Knowledge of technical engineering methods, techniques, principles and procedures such as inspection and surveying, including those employed in large public works projects;
  • Knowledge of governmental administrative practices including budgeting, purchasing and policy formulation;
  • Knowledge of local, state and federal laws, regulations and codes relating to engineering projects and program;
  • Knowledge of human resource management practices such as training, discipline, delegation, etc.;
  • Knowledge of geographical information systems, computer aided drafting and design CADD.
  • Intermediate skill in Microsoft Office applications
  • Ability to train personnel for successful performance of their duties;
  • Skill in project design and management;
  • Skill in advanced mathematical computations;
  • Ability to communicate effectively in both verbal and written forms, involving complex, technical content, and have strong public relations skills;
  • Ability to supervise personnel in a manner conducive to efficient performance and high morale;
  • Ability to establish and maintain effective working relationships with others.
Much of the work is performed in a normal office environment and some work is performed outdoors at construction sites, including bridges and railroad sites; outdoor work is more frequent during construction season. Work is generally light with considerable variety. Daily work often involves moving between buildings and rooms. Regular driving is required to attend meetings and construction sites. The job may involve dealing with and calming individuals who are emotionally charged over an issue. There is extensive computer use and considerable attention to detail and deadlines. Work at construction sites may involve exposure to multiple disagreeable working conditions and hazards including noise, dust, dirt, weather extremes, and moving construction equipment. Fingering, talking, hearing/listening, seeing/observing.

Sedentary Work: Exerting up to a 50 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
