Position : Benefits Coordinator - Human Resources - Confidential Definition: Under the direction of the Benefits and Compensation Manager, assists in the implementation, administration, and communication of the employee retirement, benefits, and leave programs within the Kern County Hospital Authority (KCHA). The Benefits Coordinators are responsible for biweekly leave pay calculations, the monthly benefits accounting, billing, and reconciliation. The incumbents will oversee all transactional duties dealing with leave administration, employee benefits and offer counsel to employees relative to complex benefit questions and issue resolution. Benefits Coordinators primary responsibility will be either assigned to (1) benefits administration or (2) leaves administration, but will be cross trained and work as a backup to both areas of responsibility. Essential Functions: Benefits Coordinator- Leaves Administration Manages employee leave program administration and processes in accordance with policy documents and ensures all Hospital Authority’s leave programs are following current Federal and California laws and company policies. Ensures timely notification of leave of absence rights, eligibility and return to work processes for all intermittent and ongoing leaves. Works closely with associates and colleagues to ensure that all relevant completed medical documentation is submitted for timely review. Collaborates with Human Resources business partners and employee relations team by providing information to support employment decisions when approved leave time is exhausted Maintains appropriate contact with all employees on leave and coordinates all aspects of return to work from leave. Keep managers informed about expected duration, return to work dates, extensions, etc. Responds to employee inquiries to leave or time off process questions Responsible for timely communicating approvals, denials, return to work status, and other important information to managers, associates, and colleagues. Manages all administrative aspects of leave include tracking hours used/taken and working closely with payroll to ensure that pay for employees is accurate. Coordinates and guides the Interactive Process administration with the employee and Human Resources Business Partner. Maintains records to ensure all laws are being followed and are handled in a timely manner. Educates employees and managers on the leave and/or ADA accommodation process and acts as a primary contact to the employee. Keeps abreast of changing laws and regulations related to State and Federal leave programs Gathers critical data as requested (case notes, LOA dates, etc.) to support the company in its compliance efforts and defense of legal matters Partners and coordinates with the Authority’s workers' compensation team and Employee Health. Maintains all records and ensure accuracy and timely updates to leave administration software Cross trains and acts as a backup to Benefits Administration- Benefits Coordinator Accepts and completes special projects as assigned. Performs other job-related duties as required. Benefits Coordinator- Benefits Administration Conducts benefits orientation and training activities for new hires, employees newly eligible for benefits, and open enrollment; Reconciles and submits payments to retirement plan vendors. Maintains knowledge of various retirement plans offered to Kern Medical employees Updates HRIS system with new enrollments, terminations and benefits changes timely and accurately. Audit entries and bi-weekly payroll to ensure employees deductions are correct. Prepare, process, and audit monthly billings with benefit providers. Reviews billings for accuracy and submits payment requests to Benefits and Compensation Manager for payment in a timely manner. Resolves discrepancies with carriers and payroll; tracks adjustments to completion; Handles complex benefit inquiries and complaints to ensure quick, equitable, and courteous resolution. Works with designated personnel and/or vendors to administer open enrollment. Prepares benefit communications as needed including announcement materials, booklets, and other media for communicating new plans/changes to employees; Ensures company compliance with provisions of Employee Retirement Income Security Act (ERISA), Kern County Employees’ Retirement Agency (KCERA) and other regulatory agencies relative to benefits administration; Ensure compliance with all Federal programs such as Health Information Portability Accountability Act (HIPAA) and the Consolidated Omnibus Budget Reconciliation Act (COBRA). Assists with obtaining and evaluating statistics; Maintains positive working relationship with County of Kern Human Resources personnel when dealing with employee issues and reporting that requires County review and/or consult. Fulfills all governmental regulatory mandates and ensures filings are performed as required; Plans, conducts and reports results of audits to ensure all enrollments are accurate and that dependent information is correct for each employee; Works closely with finance for quarterly and year-end audits (i.e. deferred compensation audits, pension plan audits, etc.) Coordinate with third party administrator to manage disability claims according to the plan; Recommends benefit process improvements; Provides analytical reporting related to employee and employer related benefit costs; Cross train and act as a backup to Leaves Administration- Benefits Coordinator Assists and compares existing company benefits with those of other employers by analyzing other plans, surveys, and other sources of information; Accepts and completes special projects as assigned. Performs other job-related duties as required. EMPLOYMENT STANDARDS: Completion of an Associate’s degree from an accredited college or university in human resource management, business administration, public administration or a closely related field preferred; OR Four years’ experience working in Human Resources administrator/specialist role. Previous experience in benefits or leaves administration preferred; OR An acceptable combination of relevant work experience and education SHRM or other HR designated certification strongly preferred; Valid California Driver’s License is required. Knowledge of: benefits administration, preferably in a public sector environment; Need basic knowledge of relevant laws and regulations applicable to leave administration, cafeteria plan administration, ADA, HIPAA, COBRA, and the Affordable Care Act. Skills: Strong analytical skills a must; Intermediate to advanced user in Microsoft Office applications; Possess strong written and verbal communication skills; Excellent time management, organizational, and follow-through skills; Ability to: Calculate, analyze, prepare and present data in Excel and other formats, using statistics to illustrate points and justify decisions; Manage competing priorities and respond to emerging needs, work towards specified targets and deadlines and pay attention to detail; Respond quickly and accurately to requests for data; Provide excellent customer service; Use high level communication and interpersonal skills with the capacity to work consultatively and collaboratively with staff at all levels including senior clinical personnel and managers; Ability to multi-task and work independently to complete assignments within prescribed timelines.
