Primary Function

Citizens First Bank is seeking a Compliance Officer for our Compliance Risk Management Department. The Compliance Officer oversees the Bank's compliance activities, ensuring the Bank's operations are compliant with applicable federal and state laws and regulations. The Compliance Officer is responsible for policy development and legal compliance for the Bank. The Compliance Officer actively participates in the development of Bank products and services to existing and potential customers, and is also responsible for conducting and overseeing ongoing training on compliance requirements and procedures. A major function of this position is attention to detail and communication with multiple external and internal partners.

Essential Duties & Responsibilities

1. Develop and coordinate the Banks efforts to comply with consumer protection laws and regulations
2. Maintain a current knowledge of applicable laws, regulations and issues. Monitor legislative and regulatory developments for the Bank and report important compliance developments to management and other Bank personnel.
3. Research regulatory issues and respond to compliance questions from Bank personnel, utilizing all applicable resources.
4. Develop, implement, and conduct training programs, sessions and seminars to educate Bank personnel on compliance requirements and procedures in their respective areas of responsibility.
5. Monitors compliance with laws and regulations throughout the Bank and develops internal reviews to test compliance.
6. Supervise compliance team members to ensure work product is completed and documented satisfactorily to support findings; review and/or prepare draft reports to ensure clear and concise information regarding the review process and findings are documented.
7. Review Bank forms, notices, brochures, and advertisements for compliance with laws and regulations. Coordinate with marketing, forms design, computer programmers, and other personnel as needed.
8. Assists in preparing for audits and regulatory examinations and coordinates audits and examination efforts and provides responses to examinations and audits.
9. Manage the CRA program and reporting; prepare the annual CRA risk assessment.
10. Manage the Fair Lending program and reporting; prepare the annual Fair Lending risk assessment.
11. Prepare annual Compliance Risk Assessment.
12. Attend/complete training assignments as required.
13. Other duties as assigned.

Qualifications

Minimum: Bachelor degree in business; or five years experience in compliance or internal audit. Knowledge of and ability to interpret and disseminate information regarding federal and state banking law and computer systems. Ability to organize and prioritize work and meet deadlines. Strong verbal, written and public speaking skills and interpersonal skills. Self-motivated and self-starter. Executive level communication skills. Ability to effectively present information and respond to questions. Computer literate with Windows and other applications. Ability to write reports, business correspondence and procedure manuals/training materials.

Preferred:Ten years of managerial compliance experience in banking or related environment in management and CRCM certification or other industry equivalent.
