employee will be responsible for maintaining regulatory compliance standards and record keeping set by all Federal and State Governing Agencies. This employee will also be responsible for gas department employee and outside support staff Operator Qualification Training. Other duties will be to manage, maintain, and update the Gas Department GIS database, inspect and report gas department work procedures and ensure all Federal and State requirements are being met. SUPERVISORY RESPONSIBILITY No direct supervision will be performed. However this employee will have the ability to make written and verbal recommended corrective action plans to the Gas Superintendent for safety and compliance issues for review and implementation. Final decisions are the responsibility to the Gas Superintendent. WORKING CONDITIONS Position will require working both indoors and outdoors under a variety of inclement and possibly hazardous conditions such as but not limited to potentially dangerous high pressure gas lines and potentially explosive natural gas atmospheres. This position also involves 24 hour on-call status for emergency response. PUBLIC CONTACT Extensive contact with the general public as well as public officials, emergency responders, Public Service Commission Inspectors, General Contractors, and other employees, often involving problem solving situations as well as after hour training classes. ESSENTIAL JOB FUNCTIONS The following examples are illustrative of the duties to this position. No attempt is made to be exhaustive of this listing: Coordinate and maintain all Federal and State regulatory compliance for the Gas Department. Administer, plan, and record all required employee Operator Qualification training for Gas Dept. Perform Reviews, maintain and update all Gas Department O&M Manuals, Emergency Procedures Manuals, OQ Program Manuals, OQ Procedures Manuals, Public Awareness Manuals, and Distribution and Integrity Manuals. (DIMP) Review and coordinate Public Awareness Plan implementation with assigned gas department personnel. Inspect operations of Gas Department crews for compliance and safety and make recommendations for improved efficiency and procedural compliance. Review and approve all contractor OQ Programs, OQ qualifications and OQ Procedures for contracted projects. Inspect and approve installation of all contracted projects for Gas Dept. Responsible for performing annual liaison with Public Officials and Emergency Responders for gas systems affected counties. Responsible for maintaining inventory control and supply in the Gas Shop and City Warehouse. Responsible for coordination of Monticello Gas System map updates with Gas Dept Sub Surface Technician and Engineering Dept. Assist Superintendent with Inspections by the Public Service Commission and other Regulatory Agencies as needed. Maintain and review for completeness Annual leak Survey records and coordinate corrective actions with Gas Supervisor. Maintain and review Annual Regulator inspections and coordinate corrective actions with Gas Meter Specialist and Inspection Contractor. Responsible for ensuring all compliance inspections and maintenance are properly completed in the required time frames. Coordinate easement procurement for gas line installation with City Engineering Dept. Perform system wide surveys as required for documentation and controls. Coordinate pipeline replacement and repair programs with Engineering Design Firm. DESIRED KNOWLEDGE, SKILLS AND ABILITIES Working knowledge of gas line installation and repair procedures. Extensive knowledge of underground utility installation, safety procedures, and gas compliance. Working knowledge of methods, materials, tools and equipment used in the construction and maintenance of gas lines and service connections. (Regulators and Meters) Thorough knowledge of the layout of City of Monticello streets, gas lines, water lines, sewer lines, emergency valves and manholes. Ability to inspect performance of tasks to insure efficient utilization of personnel materials, and equipment and make recommendations. Ability to deal courteously with the public, Regulatory inspectors and City of Monticello Personnel. Working knowledge of computer software such as but not limited to Microsoft Office, Microsoft Excel, Power Point, ETC …. Ability to communicate effectively both written and verbal instructions and recommendations to Gas Dept employees. Ability to effectively communicate Gas Department Emergency plans and procedure to Emergency Responders, Public Officials, and Affected public. Ability to maintain accurate records for gas compliance. Skilled Record Keeping in accordance with Federal and State Agencies. Perform related duties as required by the Gas Superintendent. TRAINING AND EXPERIENCE The following standards express the minimum background of training and experience DESIREABLE as evidence of an applicant’s ability to qualify for positions of this class. Other training or experience if evaluated as equivalent, may qualify the applicant for the position. Completion of a standard High School Course of study or its equivalent preferably supplemented by courses or studies in utility construction.

Minimum of one year of experience in Gas, Water or Sewer pipeline construction and maintenance to include safety related training. Minimum of one year experience in dealing with Federal and State Regulatory Guidelines, interpretation and implementation. Minimum one year in regulatory record keeping and compliance. Minimum one year working knowledge of computerized report preparation. NECESSARY SPECIAL REQUIREMENTS Possession of a valid State of Georgia Drivers license. Pursuant to the Department of Transportation Anti-Drug Program and pipeline Safety Regulations, Code of Federal Regulations Title 49 (49CRF) Part 199, ALL employees who hold this position are subject to a drug testing program and are required to be tested under the following five types of testing: 1.

Pre Employment Testing 2.

Random Testing 4.

Reasonable Cause Testing 5.
