**Basic Function**

Provides direction, guidance, and support to the following disciplines: Metro′s industrial health and safety, rail operations safety, bus operations safety, fire/life safety, safety certification, and construction safety. Verifies safety readiness of major projects, and focuses on safety priorities and industry standards on operating bus and rail lines, as required by regulatory agencies, including, but not limited to Federal Transit Administration (FTA), California Public Utilities Commission (CPUC), Occupational Safety and Health Administration (OSHA), and Air Quality Management District (AQMD).

**Example Of Duties**
- Develops and establishes policies, procedures, programs, and standards for system safety and industrial health and safety disciplines, including, but not limited to bus and rail operations safety, industrial health and safety, safety certification, fire/life safety and construction safety.
- Implements the system safety and health and safety policies, programs, and standards throughout the agency.
- Directs consultants' and agency workforce in matters related to industrial health and safety, bus and rail operations safety, fire/life safety, safety certification, and construction safety.
- Represents the Authority with outside agencies such as the FTA, CPUC, OSHA, AQMD.
- Oversees safety peer reviews.
- Prepares and presents written and oral reports to management, outside agencies, and the public
- Organizes comprehensive safety programs, procedures, and manuals for rail operations and maintenance
- Supervises subordinate staff.
- Represents the department at safety committees and working groups.
- Oversees, monitors, and adheres to departments/units budget, goals, and schedules which complies to agency-wide fiscal responsibility
- Develops and delivers quality projects from inception to close-out on time and within scope and budget
- Responsible for communicating and implementing safety rules, policies, and procedures in support of the agency’s safety vision and goals; and maintaining accountability for the safety performance of all subordinate employees
- Complies with all of Metro’s safety rules, policies, and procedures

**Requirements For Employment**

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a two-for-one-year basis. A typical combination includes:
**Education**
- Bachelor's Degree in Safety, Engineering, or a related field

**Experience**
- Five years of relevant management-level experience in bus/rail transit system safety, systems assurance programs, OSHA programs, transit safety certification programs, transit fire/life safety, and/or California Public Utilities Commission regulatory programs

**Certifications/Licenses/Special Requirements**
- A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
- Completion of training courses provided by California Specialized Training Institute (CSTI), National Transit Institute (NTI), National Fire Protection Association (NFPA), and the Transportation Safety Institute (TSI) preferred

**Preferred Qualifications**

Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. These criteria are considered preferred qualifications and are **not** intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment. In addition, applicants who possess these PQs will not automatically be selected.
- The following are the preferred qualifications:
- Experience performing engineering and design on major rail transit capital projects, including working with engineering drawings and specifications. Experience implementing transit safety certification and/or transit fire/life safety on major rail transit capital projects.
- Experience performing field inspections and test-witnessing on major rail transit capital projects.
