**Main Purpose of Job**:
The Director of the Department of Budget and Finance is responsible for providing executive leadership in administering, directing, managing, and overseeing the Department of Budget & Finance for the Maryland Judiciary, Administrative Offices of the Courts. The incumbent will directly manage the formulation, justification, presentation, and execution of a $790 million budget. The Director ensures compliance with State laws and regulations, GAAP accounting regulations, Judiciary rules and accounting policies related to budget and finance. This role is advisory to the Chief Justice, State Court Administrator, elected Clerks of the Court, Assistant Administrators, and senior management. This role also serves as an institutional resource to all programs within the Judiciary concerning financial/budget/accounting matters. The Director represents the Judiciary concerning budget and accounting issues, both internal and external to the Judiciary. Overall responsibility for maintaining quality control of Department of Budget and Finance operations, including ensuring all Judiciary financial records are accurate, and all reports are transmitted or submitted on a timely basis, accurate and timely close-out of the financial records for year-end, and submission of all documents.

**Education**:Bachelors Degree from an accredited college or university.

**Experience**:Ten (10) years of progressively responsible professional experience in budget or finance, which must include five (5) years of professional management experience.

**Note**:Professional work experience as defined above may be substituted on a year for year basis for up to four (4) years of the required education.

**Knowledge, Skills, and Abilities**:
Knowledge and understanding of all aspects of the financial execution and

processes to include accounts payable, revenue reporting, reconciliation and budget.

Knowledge and understanding of State of Maryland accounting policies & procedures.

Knowledge and understanding of Generally Accepted Accounting Principles

(GAAP) and Government Accounting & Reporting Standards (GASB).

Knowledge and operational understanding of integrated financial management

systems and software, preferably including FMIS, RSTARS, GEARS (PeopleSoft), and DASH (Oracle Business Intelligence).

Knowledge and understanding of State of Maryland and Judiciary rules and regulations.

Knowledge and understanding of Judiciary policies and procedures.

Ability to research the Maryland Code and Statutes.

Knowledge of procurement policies and practices.

Experience managing a multi-discipline department to meet staff needs, audit, regulatory and government compliance, internal management, and customers.

Ability to evaluate processes and procedures and develop methods to improve operational efficiency.

Ability to lead, supervise, manage, delegate, and make effective decisions.

Ability to resolve problems and inquiries and provide timely guidance.

Excellent communication, interpersonal, proactive problem-solving, organizational, & analytical skills are necessary.

Ability to multitask in a dynamic, fast-moving department.

Ability to understand and communicate the role of the Department within the total scope of services.

Ability to be comfortable and effective in serving an organization and community that calls for professional, prompt, and positive responsiveness.
