**Position Description**:
**Position Overview**:
The Field Manager
- Stormwater Quality Maintenance Program works as a team member in support of the Watershed Protection Division and manages a maintenance program to ensure compliance and proper functioning of stormwater quality features. The position is focused on protecting water quality in Harris County.

**Job Duties**:

- Primary activities are focused on inspection of stormwater quality features, documentation and reporting, and management of a program budget and vendor.
- The Field Manager is also responsible for incorporation of the program into asset management software and project management software.
- Duties shall include, but are not limited to, performing regular inspections of stormwater quality features to ensure compliance, reviewing and approving maintenance proposals, coordinating and scheduling maintenance activities, providing technical assistance for addressing non-compliance issues, revising and rebidding contracts as necessary, maintaining communication with various property owners and stakeholders, reviewing and approving invoices, and budget tracking and reporting. The position requires the ability to understand and interpret compliance requirements, innovation to solve unique challenges, and partnership building.
- The Field Manager must be able to work independently.
- At times, the Field Manager may be asked to assist with other duties, such as assisting with disaster recovery planning and/or operations for the County.

**Education**:

- Bachelor's degree in environmental science or a closely related field, or ability to obtain within six months.

**Experience**:

- A minimum of one (1) year of experience in a technical field involving engineered design plans, construction, inspection, or the environment.

**Knowledge, Skill & Abilities (KSAs)**:

- Strong verbal and written communication skills and ability to communicate effectively.
- Proven experience successfully working independently.
- Knowledge of environmental issues surrounding water quality
- Knowledge of technical principles and interpreting regulatory requirements
- Detail oriented
- Ability to collaborate and establish effective working relationships.
- Proficiency in the assessment and prioritization of multiple tasks, projects, and demands.
- Initiative and sound independent judgment within areas of responsibility
- Ability to perform quality assurance/quality control on the work of others.
- A valid driver's license (Texas upon hire)

**Preferences**:
**Education**:

- B.S. in an Engineering or Environmental related field

**Experience**:

- Ability to read engineering plans and specifications.
- Familiarity with stormwater quality treatment concepts and technologies
- Previous project or program management experience
- Working knowledge of Harris County's stormwater quality program
- Budget management experience

**Knowledge, Skill & Abilities (KSAs)**:

- Strong analytical, problem solving, and organizational skills.
- Ability to work for extended period in hot, cold, and inclement weather.

**General Information**:
**PHYSICAL REQUIREMENTS**:
This position requires bending, stooping and lifting up to 25 lbs., frequent walking, standing, sitting, reaching, ascending/descending stairs, extended time outside and walking on uneven terrain.

**Employment may be contingent on passing a drug screen and meeting other standards.**
