**Job Summary/Duties**:
This is a highly technical and administrative position which involves labor relations work. It is of a highly confidential and difficult nature. Employee in this class is responsible for assisting the Office's professional staff in any aspect of the program administration assigned to the Branch Manager, including, but not limited to, office administration union arbitration hearings, final step grievance hearings, contract negotiations and preparation thereof, budget administration, statistical and/or analytical work on any Office program, as assigned. Employee performs complex research and analytical tasks, coordinates and responds to surveys, and assist in maintaining the Office's library and reference materials, ensures the accuracy and maintenance of the Office's databases and maintains the Office's official files. Employee has latitude for independent judgment and action within established guideline. Incumbent handles information that is highly sensitive and confidential. Employee has latitude for independent judgment and action and is supervised by the Branch Manager.

Conducts intake interviews for any matter (including, but not limited to, complaints/issues or grievances) falling within the assigned functional area to provide information, advice, counsel and assistance to employees and other individuals who wish to bring a matter forward to the Office. Determines if the matter falls within the purview of the Office. Conducts a review of the matter for accuracy and completeness, obtains the necessary information in support of the incoming matter, enters complex technical information on the matter into the Office's applicable database, determines the appropriate assignment of the matter to the appropriate member of the professional staff, prepares the official Office file on the matter and researches and analyzes the matter for evidence to be used in support of a response to that matter. Explains the relevant laws and/or procedures in processing such matters including alternative appeal/grievance forums that are available to the individual.

Presents orientation for new employees and ongoing training in labor relations and other programs and policies wit within the Office's purview in order to explain any functional area within the Office's purview.

Complies, analyzes and synthesizes data in support of all proceedings with the Office's functional areas.

Coordinate and processes settlement agreements, awards and contract interpretations issues on any matter within the Office's purview. Serves as an information resource to employees regarding contract provisions and grievance procedures for both represented and non-represented matters.

Assist in developing, organizing and conducting surveys related to any functional area within the Office's purview and responds to surveys from other organizations relating to any such matter.

Prepares and coordinates Authority-wide briefing materials to be presented at labor related conferences, negotiations, hearings, ADR proceedings, Executive-level, Senior Management-level and Board executive sessions.

Initiates and assists in legal research, technical employee data and other relevant employee information (including but not limited to employee personnel files and related documents) to be used in negotiations, grievance hearings, arbitration hearings, investigative hearings, internal investigations, workplace violence matters and ADR proceedings.

Accurately types grievance and arbitration decisions, settlements, briefs and other correspondence as dictated by the needs of the Branch to which incumbent is assigned. Drafts correspondence relating to contract interpretations, management alternatives and other inquires related to any functional area within the Office's purview.

Provides guidance and assistance to professional staff on the operation of the applicable Office database system so as to ensure timely, accurate and complete data entry.

Conducts research assignments for utilization in all matters falling within the functional a
