Global Labor Justice – International Labor Rights Forum (GLJ-ILRF) serves as a strategic hub that fosters international collaboration among worker and migrant organizations to enhance labor rights and innovative bargaining methods within global supply chains, capital markets, and international migration pathways. Through transnational initiatives, low-wage worker organizations are reshaping the regulatory framework of the economy, negotiating with state and corporate entities, and sustaining impactful worker-led movements, with a particular emphasis on the leadership of women and migrant workers.

GLJ-ILRF is dedicated to holding multinational corporations accountable for labor rights infringements within their supply chains, advocating for policies and legislation that ensure fair work and equitable migration, and bolstering freedom of association, innovative bargaining practices, and worker organizations.

Our team consists of 20 dedicated professionals based in various locations, committed to defending labor rights and empowering workers within the global economy.

Position Overview

The Senior Staff Attorney will concentrate on ensuring accountability of multilateral development banks regarding labor rights, particularly within the hospitality industry. This role will report directly to the Hospitality Organizing Director and the Legal Director.

The Legal Department at GLJ-ILRF is focused on achieving freedom of association, living wages, and dignified work for all, prioritizing the needs of women, migrants, and workers from the global South. The Department is equipped to expand and enforce labor rights both in workplaces and at the policy level, while also providing defense against retaliation. Our mission is not only to advance campaign strategies but also to reimagine the possibilities for labor rights. We advocate for transformative legal and policy changes that elevate standards for workers and empower them to assert and defend their rights. Our work is guided by core organizational values, including anti-racism, anti-colonialism, and gender justice, and we are committed to collaborating with unions and worker organizations. We are transnational movement lawyers dedicated to defending labor rights and enhancing worker power globally.

The Department's responsibilities include:

  • Facilitating organizational learning, coordination, and professional growth;
  • Identifying overarching issues and disseminating related strategies across various campaigns;
  • Strengthening strategic partnerships;
  • Keeping abreast of new legal and policy developments;
  • Recognizing opportunities and risks for our campaigns and partners, along with strategies to leverage or mitigate them;
  • Conducting document reviews to ensure compliance, safeguard rights, and minimize risks;
  • Assessing libel risks and coordinating external reviews as necessary;
  • Managing the summer and term law clerk program;
  • Developing and sharing transnational movement lawyering theories and practices.
Key Responsibilities

The Senior Staff Attorney will utilize various tools to further GLJ-ILRF campaigns, particularly concerning labor rights in development finance:

  • Legal strategies, including:
    • Non-judicial accountability mechanisms such as OECD, DFI, and ILO frameworks;
    • Enforceable agreements between labor and corporations, including enforceable brand agreements (EBAs);
    • Impact litigation and amicus brief support in U.S. courts on behalf of workers or our organization (in collaboration with law firms or other partners); and
    • Submissions to governmental agencies and international organizations.
  • Advocacy strategies, including:
    • Direct advocacy with government entities;
    • Multilateral advocacy involving the UN, International Labour Organization (ILO), European Union (EU), OECD, and other organizations;
    • Facilitating coalition spaces and building alliances.
  • Factual development work, including:
    • Conducting interviews with workers, union representatives, and witnesses;
    • Documenting labor abuses;
    • Collaborating with campaign teams to identify targets and stakeholders and develop legal and policy tactics;
    • Researching legal and policy issues and providing recommendations.
Qualifications:

The ideal candidate will possess the following qualifications:

  • A minimum of seven years of legal and/or policy experience in advancing labor rights, corporate accountability, human rights, or related fields, with experience in advocating for accountability of multilateral development banks being particularly valued.
  • Experience collaborating within diverse teams, including researchers, organizers, and legal and policy staff, to achieve tangible outcomes for workers.
  • Familiarity with multilateral frameworks such as the OECD Guidelines, ILO supervision mechanisms, and other complaint mechanisms related to labor, migration, and corporate accountability.
  • Proficiency in conducting comprehensive legal and policy research and analysis pertaining to international labor standards and related trade, investment, and labor frameworks.
  • Strong interpersonal skills with a proven ability to connect individuals and foster alliances.
  • A successful history of working in coalition with organizations, including unions, community groups, and other movement partners.
  • Experience managing multiple projects, overseeing details, and achieving timely results.
  • Exceptional organizational skills and attention to detail.
  • Excellent communication abilities, encompassing listening, writing, editing, and speaking to diverse stakeholders.
  • A sense of humor to maintain perspective and balance.
  • Willingness to travel domestically and internationally to support program and organizational objectives.
  • A Juris Doctor (JD) or Master of Laws (LLM) and authorization to work in the United States. Admission to the bar in a U.S. state is advantageous.

Job Status: This position is full-time and exempt, with employees being members of the IFPTE Local 70 Bargaining Unit.
