Job Summary

We are seeking a highly skilled and experienced Director of Employee and Labor Relations to join our team at the University of the District of Columbia. The successful candidate will be responsible for providing guidance and support to employees and management on labor relations matters, ensuring compliance with applicable laws and regulations, and developing and implementing effective employee relations strategies.

Key Responsibilities
  • Administer and interpret labor/union contracts to ensure compliance with requirements and provide guidance to managers and employees on meeting responsibilities as defined by the collective bargaining agreements (CBA).
  • Develop and implement employee relations programs, policies, and procedures that promote a positive and productive work environment.
  • Collaborate with the Office of the General Counsel to support employment litigation, FOIA requests, case research, and contract negotiations.
  • Ensure compliance with District/Federal/State laws, regulations, and statutes and make implementation recommendations.
  • Manage the disciplinary process and track complaints and grievances to ensure compliance with applicable procedural requirements.
  • Support the University's organizational development programs to include performance management and help direct UDC's strategies for overall team improvement.
  • Establish high standards for customer service in the department.
  • Collaborate with all areas of Human Resources to identify, evaluate, and develop methods to attract, retain, and motivate employees.
  • Collect and analyze data; prepare reports, presentations, and correspondence as required; benchmark other organizations/institutions' employee and labor relations programs for comparative analysis.
  • Keep current with applicable laws and regulations and inform all levels of leadership of employment and labor patterns, trends, and developments.
Requirements
  • Bachelor's Degree required. Master's degree from an accredited college or university in Human Resources, Industrial Relations, Public Administration, Business or related field preferred.
  • Juris Doctorate Degree preferred.
  • Seven (7) to ten (10) years' experience in labor/employee relations, labor management, contract negotiations, complaint investigation, human resources required.
  • Experience in government or higher education preferred.
  • Senior Professional Human Resources (SPHR) certification desired.
  • Certification in Labor Relations Management, certified mediator preferred.
