Accounting and Payroll Specialist

**Job Summary**:
We are seeking a self-motivated, detail-oriented Accounting and Payroll Specialist to manage and oversee all accounting and payroll functions. This position will handle construction and office employee payroll, ensure compliance with federal and state regulations, particularly California-specific construction payroll reporting, and build the financial department.
**Key Responsibilities**:
- Manage and process payroll for both construction and office employees, ensuring accuracy and compliance with relevant laws and union agreements.
- Implement, maintain, and review payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions.
- Prepare and maintain accurate records and reports of payroll transactions.
- Ensure compliance with federal, state, and local payroll, wage, and hour laws, including specific California construction payroll reporting requirements.
- Perform general accounting functions such as preparing monthly balance sheets, income statements, and profit and loss statements.
- Oversee accounts payable, accounts receivable, bank reconciliations, and financial reporting.
- Develop systems and procedures for cost accounting functions, ensuring accurate tracking of expenses and preparation of budget reports.
- Assist with month-end and year-end closings.
- Provide financial analysis with an emphasis on cost-saving measures and profitability.
- Coordinate with external auditors and provide necessary documentation for audits.
- Recommend updates and improvements to accounting processes and payroll systems.
- Ensure compliance with local, state, and federal government requirements.
- Track lien waivers for projects.
- Onboard new hires, including sending W-4, CA DE-4, intake form, processing them in ERP software, and uploading/saving signed documents in the correct folders.
- Monitor mail for invoices and other correspondence such as wage garnishments, unemployment letters, and disability claim letters. Respond to these letters appropriately.
- File payroll reports on a weekly basis with state agencies.
- Perform other related duties as assigned.
**Required Skills and Abilities**:
- Extensive knowledge of payroll functions, including preparation, balancing, internal control, and payroll taxes.
- Thorough understanding of Generally Accepted Accounting Principles (GAAP).
- Excellent management and supervisory skills.
- Strong analytical and problem-solving skills.
- Excellent organizational skills and attention to detail.
- Proficient with Microsoft Office Suite or related software.
- Proficient with Sage payroll and accounting software.
**Education and Experience**:
- Bachelor’s degree in Accounting, Business Administration, or a related field required.
- At least five years of related experience, including experience with construction payroll and general accounting functions.
- Experience with California-specific payroll reporting requirements and union payroll reporting is highly preferred.
- Certified Public Accountant (CPA) or Certified Management Accountant (CMA) designation is a plus.
**Physical Requirements**:
- Prolonged periods of sitting at a desk and working on a computer.
- Must be able to lift up to 15 pounds at times.
