This position will have the option of working remotely upon agreement of the supervisor but may be asked to come into the office periodically. This schedule may change based on operational needs and organizational requirements.

**Position Summary**:
Under the general supervision of the Department of Administration - Division of Energy, Housing, and Community Resources, Bureau of Housing Section Chief, this position is responsible for management of the HOME American Rescue Plan Program and ensures the program complies with the U.S. Department of Housing and Urban Development requirements. The State of Wisconsin has received over $41 million in grant funding to address the need for homelessness assistance and supportive services. The state’s HOME ARP programs address two distinct components of the HUD HOME ARP Program; (1) development and support of affordable housing units, and (2) the provision of supportive services. This position is critical in the efforts to assist grantees in interpreting and understanding complex HUD guidance, program compliance, case management, and day to day operations as required by DEHCR. In addition, this position will provide technical assistance and training to grantees, analyze rental and homeless assistance data; assist in the administration of other state and federally funded homeless and special needs housing programs and related initiatives, and perform special assignments and projects as assigned by the Section Chief.

Starting hourly rate for this position will be $26.34 - $40.00 per hour depending on qualifications and experience, plus excellent benefits. This classification is assigned to pay schedule/range 07-03. A 12-month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

**Job Details**:
Due to the nature of the position, DOA will conduct background checks on applicants prior to selection. DOA does not sponsor work visas. All persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form.

**Qualifications**:
**Qualified applicants will have all the following experience**:

- Working with grant funded programs
- Conducting training and developing training curricula
- Researching, drafting or interpreting program policies

**In addition, well-qualified applicants will also have at least one of the following**:

- Experience with administration of state and federally funded Housing Programs such as the Rental Housing Development Program, Tenant Based Rental Assistance, HUD Continuum of Care grants, Emergency Solutions Grant, State Shelter Subsidy Grant, or similar grant funded programs.
- Experience conducting administrative and/or fiscal monitoring.
- Experience working with local units of government, businesses, non-profit agencies, or other low-income programs.
