Position Summary

Under the general supervision of the Home Energy Plus Director, this position exercises managerial authority over defined aspects of program policy, systems development, systems operations, program evaluation, public information and outreach and education and training relative to statewide low-moderate income energy programs, principally the Low-Income Home Energy Assistance Program (LIHEAP) and the Public Benefits Program (PBP). The incumbent provides policy advice and analysis related to the development, implementation and modification of program performance standards, the measurement and verification methodologies and procedures used to determine program effectiveness relative to performance standards, analyzes the results of those measurements, and recommends actions based on analysis both to improve program effectiveness and to improve the effectiveness of program performance measures. The incumbent also oversees production of performance data and reports for the Bureau Director, Deputy Division Administrator, Division Administrator, Department Secretary, Governor's Office and Legislature.

This position exercises supervisory authority over Program and Planning Analysts, Grant Specialist and Community Services Specialists. These staff provide direct oversight over statewide program operations including public program policy, program eligibility and benefits, program information and outreach, program monitoring, agency funding and expenditures, education, and training. The incumbent plays a key policy role in the development and implementation of Bureau programs and policies related to low-moderate income energy programs in Wisconsin. The incumbent is responsible for preparing written and verbal explanations of bureau programs and policies, for presentations to policy makers, program operators, and other public interest groups and may be assigned to participate and/or staff various state or national low-moderate income energy groups.

Salary Information

Starting hourly rate for this position (classification: Admin Program Management Supervisor) will be $30.82 - $50.83 per hour depending on qualifications and experience, plus excellent benefits. This position in this classification is assigned to pay schedule/range 81-02. A 2-year executive trial period may be required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Job Details

Due to the nature of the position, DOA will conduct background checks on applicants prior to selection. DOA does not sponsor work visas. All persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form.

This position will have the option of working remotely upon agreement of the supervisor but may be asked to come into the office periodically. This schedule may change based on operational needs and organizational requirements.

Qualifications

Qualified applicants will have all the following:

* Experience implementing and overseeing federal grant programs.
* Experience working with federal funding entities, customers, and vendors.
* Experience with policy development/implementation (e.g., providing input on policy recommendations to individuals or organizations, interpreting policies and procedures to advise staff or similar).
* Experience monitoring, evaluating, and providing technical assistance for federal grant programs.
* Experience with personnel supervision and management.

Well-qualified applicants will have the following:

* Experience in the public sector specifically managing low to moderate income grant programs.
* Experience in ensuring compliance in federal and/or state laws and regulations relative to grant funded programs.
* Experience utilizing Microsoft Office products (Outlook, Excel, & Word), and large statewide databases etc.
