**MCPS Official Job Description**
**SUMMARY DESCRIPTION**:
Under supervision, plans, develops, and coordinates the delivery of instructional and ancillary services to students within MCPS who are adding English to their linguistic repertoire in Grades Pre-K-5. Oversees English Language Development (ELD) projects, develops and coordinates ELD proposals, and coordinates parent education and community outreach activities. Oversees Two Way Immersion and students with limited or interrupted formal education (SLIFE).

**CERTIFICATE LICENSE**:
Meets Maryland state certification requirements in assigned discipline and for Administrator I. Completion of OAT I or II, or completion within one year of the position start date.

**KNOWLEDGE, SKILLS, and ABILITIES**:
Thorough knowledge of the principles and techniques for teaching English to students adding English to their linguistic repertoire. Ability to innovate and conceptualize new programs. Excellent management skills and excellent oral and written communications and human relations skills. Multilingual skills and bicultural background highly desirable. High level of experience working with diverse groups in a variety of projects and capacities. Supports the development and implementation of a Professional Growth System (PGS) for staff.

**EDUCATION, TRAINING, and EXPERIENCE**:
Master's degree from an accredited college or university in education, administration, or a related field; doctorate desirable. Course work should include English as a second language, bilingual education, linguistics, and cross-cultural studies. Experience as a teacher of English as a second language desirable. Experience in supervision and administration of programs and personnel. Experience in developing and implementing programs to meet student needs. Experience with content instruction. Experience other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
